In the first election, November, 1840, two such quorums elected two Councillors. The workmen in Borrow and Goodear's building elected their foreman, and another quorum of citizens elected Mr. William Senden; and this was the first quota representation in the world. My father explained this unique provision to me at the time, and showed its bearings for minority representation.

The first measure to pass both Houses, receive the President's assent, and become a law, defined the oath which every officer of the National Government was required by the Constitution to take. It became a law within two months after quorums were obtained. The relations of the two branches to the Executive were not so close and, therefore, more easily adjusted.

We Republicans welcomed it, with our eyes on the future freedom of politics in Utah; Thatcher and Roberts refused to accept the dictation of their quorums, and what was practically an "edict of apostasy" went out against them. They were defeated.

The States exercised their constitutional discretion: in some the electors were chosen by the legislatures, in others by general ticket, and in others by districts. In one thing they agreed: when quorums of both houses were obtained, so that the votes could be counted, April 6, 1789, it was found that every elector had cast a ballot for George Washington.

Hence it is impossible to secure quorums to discuss business. There is therefore no chance to revise the articles already passed. Unless means be devised to hasten the making of the Constitution, the heart of the people will never be satisfied.
