The office that I held gave me authority to preach, baptize, and confirm by the laying on of hands, for the reception of the Holy Ghost, and to ordain and set apart Elders, Priests, Teachers, and Deacons, and to ordain a Seventy or High Priest, as the office of a Seventy belongs to the Melchisedek Priesthood; yet a Seventy or High Priest is generally ordained and set apart by the presidents of the several quorums.

Having made it impossible for Parliament to sit owing to the lack of quorums, Yuan Shih-kai was able to proceed with his work of reorganization in the way that best suited him; and the novel spectacle was offered of a truly Mexican situation created in the Far East by and with the assent of the Powers. In spite of his undisputed power, matters however did not improve.

The leaders, thereafter, according to their own "manifesto," could not enter politics without the consent of their quorums; and, therefore, by any American doctrine, they could not enter politics at all.

And on these terms about ninety per cent. of the adult male Mormons perform missionary services for the Church. All priesthood quorums have monthly Quorum Dues collected from their members. On one Sunday of each month, called Nickel Sunday, the Sunday School members pay in five cents each for the purchase of new books, etc.

In several of the provinces which I afterwards visited I found that affairs were conducted in a very different fashion: quorums were formed with extreme difficulty, and the proceedings, when they at last commenced, were treated as mere formalities and despatched as speedily as possible. The character of the Assembly depends of course on the amount of interest taken in local public affairs.

She has had far other concern about them, and employment for them, than that of their being taught the value of their spiritual nature, and carefully trained to be enlightened, good, and happy. Laws against crime, it is true, she has enacted for them in liberal quantity; appointed her quorums of magistrates; and not been sparing of punishments.

These quorums aggregate twenty-five men; and to their number may be added the Chief Patriarch of the Church, making a body of twenty-six general authorities the Hierarchy.

We sympathize with all these nations, and can only hope that the Lord will make it possible, after the war, that the missionaries will be better able to reach the people with the gospel of peace and salvation. The quorums of the Priesthood have been more thoroughly organized, and have regular courses of study in their classes.

Hence it is impossible to secure quorums to discuss business. There is therefore no chance to revise the articles already passed. Unless means be devised to hasten the making of the Constitution, the heart of the people will never be satisfied.

After quorums were secured, new problems confronted this National Government, feeling its way without precedent. Only eleven States had come into the new agreement. The North Carolina Convention had adjourned without action, and Rhode Island had rejected the Constitution by a popular vote of 2708 to 232.
