About this time likewise the royal audience of Lima appointed Rodrigo de Quiroga to succeed the younger Villagran in the government of Chili; and Quiroga began his administration by arresting his predecessor in office, whom he sent prisoner into Peru.
Fix up the pasquinades, availing himself of the question of the students, and, while every-body is excited, grease the officials' palms, and in the cases come!" "Just it! Just it!" cried the credulous fool, striking the table with his fist. "Just it! That's why Quiroga did it! That's why " But he had to relapse into silence as he really did not know what to say about Quiroga.
On this date Luis de Leon was summoned to Toledo and was there privately reprimanded by the Grand Inquisitor, Cardinal Gaspar de Quiroga, to whom in 1580 he had dedicated his In Psalmum vigesimum sextum Explanatio, a work written during the tenth month of his imprisonment at Valladolid.
While Ocampo with his beaten troops fell back to wait for reinforcements, Quiroga pursued the retreating victors, harassed their rear, clogged their every movement, and proved so formidable to the enemy, that Aldao, abandoning his companion, made an arrangement with the government of La Rioja, by which he was to be allowed free passage into San Luis, whither Quiroga was ordered to conduct him.
Though Don Garcia and Quiroga had been long experienced in the character of the Araucanians, they had formed a very erroneous opinion of their temper and public spirit, when they deemed them finally subdued in consequence of the victories gained in the late war.
Quiroga thought this occasion the most propitious for making use of the rifles and cartridges that he had in his warehouse, in the way the jeweler had pointed out; so that on the following days there would be searches made, and then how many prisoners, how many terrified people would give up their savings!
On one occasion, however, when a religious dispute had broken out among his more intellectual neighbours, Quiroga determined to intervene on behalf of religion. So, when he next made his appearance at the head of his cavalry, not a little amazement was mingled with the dread with which the spectators were wont to regard his grim personality.
Having received a reinforcement of three hundred soldiers in 1565, Quiroga invaded the Araucanian territory, where he rebuilt the fort of Arauco and the city of Canete, constructed a new fortress at the celebrated post of Quipeo, and ravaged all the neighbouring provinces.
However, he knew the facts better than anybody else, and Quiroga's attitude at Toledo was benignant. Instead of giving the severe reprimand which was suggested by the Valladolid Inquisitors, Quiroga 'charitably and kindly' rebuked the Augustinian in private and dismissed him with a solemn warning not to uphold such views as he was alleged to have defended.
Quiroga, falling suddenly upon them in the midst of the negotiations, routed them with ease, and slew their general, who, with a small body of devoted followers, made a fierce onslaught upon him personally, and succeeded in inflicting upon him a severe wound before he was shot down. Thenceforth, from the year 1823, Quiroga was despot of La Rioja. His government was simple enough.
