After dinner to it again, and at night had long discourse with Gibson, who is for Yarmouth, who makes me understand so much of the victualling business and the pursers' trade, that I am ashamed I should go about the concerning myself in a business which I understand so very very little of, and made me distrust all I had been doing to-day.
Tarry sailors in red and grey kersey suits, red caps and flat-heeled shoes jostled in the narrow streets and hung about St. Nicholas's Churchyard, in front of the Admiralty House, wherein the pursers sat before bags and small piles of money, paying off the crews.
With the loss of his former date and of his pay since his dismission, I have therefore submitted his nomination to take effect like an original entry into the service, only from its confirmation by the Senate. There is now one vacancy in the corps of pursers. WASHINGTON, April 9, 1832.
Was forced to send my excuse to the Duke of York for my not attending him with my fellows this day because of my cold, and was the less troubled because I was thereby out of the way to offer my proposals about Pursers till the Surveyor hath delivered his notions, which he is to do to-day about something he has to offer relating to the Navy in general, which I would be glad to see and peruse before I offer what I have to say.
The Captain placed Reynolds next to him at table, declaring that he was like an electric fan on a sultry day; the Purser, with the elasticity of conscience peculiar to pursers, moved him from the inexpensive inside room which he had engaged, to a spacious state-room on the promenade deck, where sufficient corks were drawn nightly to make a small life preserver.
There had great discourse, before the Duke and Sir W. Coventry begun the discourse of the day about the purser's business, which I seconded, and with great liking to the Duke, whom however afterward my Lord Bruncker and Sir W. Pen did stop by some thing they said, though not much to the purpose, yet because our proposition had some appearance of certain charge to the King it was ruled that for this year we should try another the same in every respect with ours, leaving out one circumstance of allowing the pursers the victuals of all men short of the complement.
So I to the office and anon to the Duke of Albemarle, by coach at night, taking, for saving time, Sir W. Warren with me, talking of our businesses all the way going and coming, and there got his reference of my pursers' paper to the Board to consider of it before he reads it, for he will never understand it I am sure.
Temple for the L2,000 of Cocke's, which joyed my heart; so, having seen my wife in the way, I home by water and to write my letters and then home to bed. 15th. Up, and spent all the morning with my Surveyors of the Ports for the Victualling, and there read to them what instructions I had provided for them and discoursed largely much of our business and the business of the pursers.
Lowington's measures. Most of the officers, and many of the crew, cheerfully complied with the new regulation. They handed their money to the pursers, and received a receipt for the amount, signed by the principal. Others emptied the contents of their exchequer sullenly, and under protest; while not a few openly grumbled in the presence of Mr. Lowington.
The writers, as often as not, were otherwise utterly unknown ship's pursers, super-cargoes, and the like men without much literary craft or training, whose style is great because of the greatness of their subject, because they had no literary artifices to stand between them and the plain and direct telling of a stirring tale.
