There was very little to the campaign in that year, the historical Republican party splitting in two upon the issue of progressiveness, and he was elected by an enormous plurality. Facing the tasks imposed by the new constitution, the Governor insisted upon legislative fulfillment of each popular mandate, and in a busy session of three months he accomplished his programme.

And yet Von Moltke, Germany's greatest captain, originated the modern general staff; and the United States, with all of our American progressiveness, had no general staff at all until Secretary Root prevailed upon Congress to provide one. These general staffs plan, during the long years of peace, every possible conflict.

Admit all the hollowness and mere nominal Christianity of large tracts of life in so-called Christian countries, and yet why is it that on the one side you find stagnation and death, and on the other side mental and manifold activity and progressiveness?

I have my private belief that we have been doing most of our progressiveness after the fashion of those things that in my boyhood days we called "treadmills," a treadmill being a moving platform, with cleats on it, on which some poor devil of a mule was forced to walk forever without getting anywhere.

We see also this: that the wider and deeper the religion, the more human, the more it calls for practical applications in Christianity the more it appeals to women. Further, in the diverging sects of the Christian religion, we find that its progressiveness is to be measured, not by the numbers of its women adherents, but by their relative freedom.

Diversity in Unity is the necessity for any sort of expression, and if it be the case in our own bodies, as St. Paul points out, how much more so in the expressing of the Eternal Life through endless ages and limitless space! Once we grasp this idea of the unity and progressiveness of Life going on ad infinitum, what boundless vistas of possibility open before us.

The older man's eyes fell upon Phil's bowed head and Tony realized how much it meant to him to have his son with him at last, pulling shoulder to shoulder. "New brains nothing!" protested Phil. "Dad's got me skinned going and coming for progressiveness. As for old fogies he's the youngest man I know. Make all your bows to him, Tony. It is where they belong."

The plastic period of adolescence, lengthened in civilized man until it has come to cover more than one third of his lifetime, is thus the guaranty of his boundless progressiveness. Inherited tendencies and aptitudes still form the foundations of character; but individual experience has come to count as an enormous factor in modifying the career of mankind from generation to generation.

With such a record, the government hardly seemed to be open to a charge of lack of energy and progressiveness, but it was a time when radicalism was in the air. It may be more than a coincidence that Chartism in England and a revolution in France were followed by radical movements in both Canadas.

He was a man, however, who seemed to be singularly deficient in those supreme qualities which in the West have exalted the ability to "keep a hotel" into a proverbial synonym for superexcellence. He had little or no innovating genius, no trade devices, no assumption, no faculty for advertisement, no progressiveness, and no "racket."
