Quintus Metellus came from the mountain ravines of Liguria, whither he had made his escape from Africa, and resumed, as colleague of Sulla, the proconsular command committed to him in 667, and withdrawn from him by the revolution. Marcus Crassus in like manner appeared from Africa with a small band of armed men.
The proconsular box has been more or less recon- structed, and the great converging passages of approach to it are still majestically distinct: so that, as I sat there in the moon-charmed stillness, leaning my elbows on the battered parapet of the ring, it was not im- possible to listen to the murmurs and shudders, the thick voice of the circus, that died away fifteen hun- dred years ago.
Sulla decided whether more from patriotism or more from indifference, will never be ascertained for the latter alternative; handed over the corps left behind in Samnium to the trustworthy and experienced soldier, Quintus Metellus Pius, who was invested in Sulla's stead with the proconsular commandership-in-chief over Lower Italy; gave the conduct of the siege of Nola to the propraetor Appius Claudius; and in the beginning of 667 embarked with his legions for the Hellenic East.
Sulla, however, was not now consul as he had been then, but was furnished merely with proconsular, that is to say, purely military power: he needed an authority keeping as near as possible to constitutional forms, but yet extraordinary, in order to impose his reform on friends and foes.
Although Pius had two sons, he preferred the welfare of Rome to the interest of his family, gave his daughter Faustina, in marriage to young Marcus, obtained from the senate the tribunitian and proconsular powers, and, with a noble disdain, or rather ignorance of jealousy, associated him to all the labors of government.
Floodlights threw a white dazzle from the top of the Proconsular Palace and from the tops of the four buildings around it that Imperial troops had cleared and occupied, and from contragravity vehicles above. There was light and activity at the Citadel, and in the Servile City to the south-east; the rest of Zeggensburg was dark and quiet.
The special messages to the seven churches of Asia Minor are not of such thrilling interest as are the symbolic visions of the remainder of the book, yet we can learn many beneficial lessons from the various experiences of these congregations. At the time the Revelation was given, Ephesus was the chief capital of Proconsular Asia and its pride and glory.
In spite of his vices, or by aid of them, he rose in the service of his country. That such a one should become a Prætor and a Governor was natural. He went to Africa with proconsular authority, and of course fleeced the Africans. It was as natural as that a flock of sheep should lose their wool at shearing time.
The great reward of proconsular rapine did not generally come till after the last step, though there were notable instances in which a Proprætor with proconsular authority could make a large fortune, as we shall learn when we come to deal with Verres, and though Ædiles, and even Quæstors, could find pickings.
Vann Shatrak, who was now commanding his battle-line unit by screen from the Proconsular Palace, began fretting. "I wish I hadn't been in such a hurry to terminate martial rule," he said, once. "And I wish Pyairr hadn't been so confoundedly efficient in retraining those troops. That may cost us a few extra casualties, before we're through." Count Erskyll laughed at his worries.
