Pompeius obtained neither free control over the treasury, nor legions and ships of his own, nor even an authority superior to that of the governors; but they contented themselves with granting to him, for the purpose of his organizing due supplies for the capital, considerable sums, fifteen adjutants, and in allaffairs elating to the supply of grain full proconsular power throughout the Roman dominions for the next five years, and with having this decree confirmed by the burgesses.

But nevertheless, Auletes was not able to get an army sent to help him against his rebellious subjects and his daughters; nor was Cæsar able to get from the senate, for the employment of his proconsular year, the task of replacing Auletes on the throne. This high employment was then sought for both by Lentulus and by Pompey.

"Now, you'll be here for not more than five years before you're promoted elsewhere. Nobody remains longer than that on a first Proconsular appointment. Just keep your eyes and ears and, especially, your mind, open while you are here. You will learn many things undreamed-of by the political-science faculty at the University of Nefertiti."

Then, heralded by an obsequious guard, came a great man, proconsular in mien and gait. Bags and rugs were wheeled beside him. In his hand was a despatch-box bearing the tremendous initials of the Local Government Board.

There is no brutality, no torturing of the beast with arrows and crackers, no goring of horses. The bull is uninjured, and, though he gets furious, clearly relishes the fight, and in some cases cannot be induced to abandon it. The old proconsular seat was draped, and occupied by the prefet and madame, and the sous-prefet.

A decree immediately passed, without a dissenting voice, to ratify the election of the eastern armies, and to confer on their chief all the several branches of the Imperial dignity: the names of Cæsar and Augustus, the title of Father of his country, the right of making in the same day three motions in the senate, the office of Pontifex, Maximus, the tribunitian power, and the proconsular command; a mode of investiture, which, though it seemed to multiply the authority of the emperor, expressed the constitution of the ancient republic.

Of the proconsular governments throughout the Roman Empire we should not learn much from Cicero, were it not that it has been shown to us by the trial of Verres how atrocious might be the conduct of a Roman Governor, and by the narratives of Cicero's own rule in Cilicia, how excellent.

This received a Prætorian prefect and proconsular governors, who were charged to maintain the land, and show to the inhabitants the difference between civilised Roman government and Vandal cruelty. Justinian restored many cities, and erected many great buildings, especially churches, of which five in Leptis alone.

Maximus, an insignificant and incapable man, was as consul the legal superior of his prouder and better born, but not better qualified, proconsular colleague Caepio; but the latter refused to occupy a common camp and to devise operations in concert with him, and still, as formerly, maintained his independent command.

Nevertheless, we are told that Cicero, in this case, abused his proconsular authority in favor of Brutus. Cicero effected nothing for Brutus; but, when there was a certain amount of plunder to be divided among the Romans, refused any share for himself. Pompey got it all, but not by Cicero's aid.
