The British point out that the Hangchow-Wenchow railway under scheme is a violation of the Anglo-Chinese Treaty re Hunan and Kwanghsi, and that the proposed railway constitutes a trespass on the British preferential right to build railways.
W. H. Mallock, puts this quite plainly when he says that the God of theism "is represented as revealing himself in the universe, firstly, as the mind which animates and moves everything, secondly, as a purposing mind which is infinitely wise and powerful, and has created a perfect universe with a view to some perfect end; and lastly, as an ethical mind which out of all the things created by it, has selected men as the object of a preferential love.

But it patently is all a completely idle question, in point of material advantage, to anyone but the owners of the vessels; and to these owners it is also of no material consequence under what flag their investments sail, except so far as the government in question may afford them some preferential opportunity for gain, always at the cost of their fellow citizens.
How wonderful that each of those stars, those planets, might be peopled by beings puzzling over the disputed facts of the Creation, as we were; who might also be worrying over a future existence and the redemption of a sinful people; who might be endeavouring to solve labour problems and trade disputes and discussing whether free trade or preferential tariffs were best for a nation's welfare!
Was the use of the preferential primary for the first time in the selection of a United States senator to be ignored, and all the arguments that Candidate Wilson and others had made in behalf of the system to be taken "in a Pickwickian sense," as not meaning anything?
On March 5th the President made good his promise by going before Congress and asking the two houses to repeal that clause in the Panama legislation which granted preferential treatment to American coastwise shipping. The President's address was very brief and did not discuss the matter in the slightest detail. Mr. Wilson made the question one simply of national honour.
