An agreement was made providing for increased wages, standardization of piece-work, a preferential shop, and appointment by the firm of a person to hear grievances and to coöperate with a representative of the union in securing redress. The union in this case was fortunate in being represented by a high-minded man who was a real statesman.

No less preferential in purpose are the measures of reform recently enacted by the central government. The amended Inter-state Commerce Law largely increases the power of possible discrimination possessed by the Federal Commission.

To establish a preferential system with the Colonies involving differential duties upon food is to make the bond of Imperial unity dependent year after year upon the weather and the crops. And there is even a more unstable foundation for Imperial unity.

+Preferential Voting.+ Laplace, the great mathematician, to whom we owe so much of the theory of probability, showed more than a century ago that although individual electors may have very different views as to the relative merits of a number of candidates for any office, still the expression of the degree of favour in which the candidates are held by the whole body of electors will be the same if each elector be assumed to have a uniform gradation of preference.

If the latter expect those preferential distinctions in commerce, and other advantages which they will derive from the connexion, they must not expect to receive them without allowing some advantages in return. The high school of this city should have a single session each day, instead of two. This city should substitute a commission government on the general model of that in Des Moines, Iowa, for the present system. The commission form of government has proved its superiority to government by a mayor and two legislative boards. This city should elect its municipal officers by preferential voting.
