After the Government had been broken up, a continuous debate proceeded in the country for two years and a half, and it was terminated by the general election. This Parliament is the result of that election, and there is not a single gentleman on this Ministerial Bench who is not pledged, in the most specific terms, not to grant a preferential tariff to the Colonies.
The wheat of the world flowed into every port in England, and the hopes of Canada, especially the hopes of Ontario, based then, as now, on "preferential" treatment, were blasted to the root.
A year was added for hardwood treenails, and another for 'salting on the stocks. In 1852 Lloyd's sent out its own surveyor, Menzies, who would guarantee work done under his own eye for twenty-five cents a ton; while Lloyd's, for its part, would give preferential rates to any vessels thus 'built under special survey. Perhaps Canadian timber is not as lasting as the best European.
In 1907 the Canadian Government had established an intermediate tariff, with rates halfway between the general and the British preferential tariffs, for the express purpose of bargaining with other powers. In that year an agreement based substantially on these intermediate rates was negotiated with France, though protectionist opposition in the French Senate prevented ratification until 1910.
Consider now the case of a voluntary association of individuals, such as a club or society; and suppose that it is required to elect a president or committee. The condition is clearly that he or they should be most in general favour with all the members; and the question whether Preferential Voting is applicable will depend on how united the members are.
"While these faint tendencies often crop out in a behavioristic way, by far the most of them need some stimulus of individual experiences to awaken them, and still more exist only in the slight facilitization of impulses or permeability of nervous centres, lability of molecular or neural tensions, or as preferential re-enforcements, in one rather than in another direction or manner."
Vanderbilt and other railroad owners, and a multitude of complaining traders were haled up to give testimony; the stock-jobbing transactions of Vanderbilt and Gould were fully and tediously gone into, as also were the methods of the railroads in favoring certain corporations and mercantile establishments with secret preferential freight rates.
This process of elimination may be, however, combined with the preferential system, and the result is more accurate than if one count only be made. At the first count the candidate with the fewest marks would be eliminated and his name struck out on all the papers.
The bulk, for instance, of the produce of our West African colonies goes, in normal times, to Germany. German or French trade does not suffer in dealing with English colonies, though English trade may sometimes suffer in dealing with French, German or other foreign colonies on account of the preferential duties they put on in favour of their own goods.
It was realized that it was one thing for Canada to give a reduced tariff, leaving the fiscal system protective still, and quite another for Great Britain to abandon entirely her free-trade policy in order to be able to give preferential rates to colonies or to low-tariff foreign states.
