Ten days later came a second famine riot, the insurrection of the 1st of Prairial, a mob honey-combed with Jacobin and reactionary agitators invading the Convention as in Germinal, and clamouring for bread and a constitution. The disorder in the assembly was grave and long continued. One member was killed.

The prefect informed me that the imperial decree of the 23rd Prairial, year XII., by which the whole system of burials is still regulated, establishes, in the most unequivocal manner, the right of all persons to be interred on their own property.

There is another at Vervins, Prairial 9, because the municipality which obtains bread at a cost of seven and eight francs a pound, raises the price from twenty-five to fifty sous. At Lille, an insurrection breaks out Messidor 4, because the municipality, paying nine francs for bread, can give it to the poor only for about twenty and thirty sous.

The author of the Law of Prairial had forgotten the minatory word of the sage to whom he had gone on a pilgrimage in the days of his youth. 'All becomes legitimate and even virtuous, Helvétius had written, 'on behalf of the public safety. Rousseau inscribed on the margin, 'The public safety is nothing, unless individuals enjoy security. What security was possible under the Law of Prairial?

Two days after, on the 22nd Prairial, Couthon presented a new law to the convention. The revolutionary tribunal had dutifully struck all those who had been pointed out to it: royalists, constitutionalists, Girondists, anarchists, and Mountain, had been all alike despatched to execution.

As all this is true, and as the Directory, in the year VIII., used up through its twenty-one months of omnipotence, out of credit on account of its reverses, despised by its generals, hated by the beaten and unpaid army, dares no longer and can no longer raise the sword, the ultra Jacobins resume the offensive, have themselves elected through their kith and kin, re-conquer the majority in the Legislative Corps, and, in their turn, purge the Directory on the 30 of Prairial.

No sooner did he utter these words, than a member of the Ancients, named, I think, Linglet, interrupting him, exclaimed, "You forget the Constitution!" His countenance immediately lighted up; yet nothing could be distinguished but, "The 18th Fructidor the 30th Prairial hypocrites intriguers I will disclose all!

The letter ran thus: "I have never been deceived: I would seem to be in your estimation, if I did not tell you that, for the last twenty days, I knew that Salicetti was secreted in your house. Remember what I told you on the first day, Prairial, Madame de Permont I had then the mental conviction of this secrecy. Now it is a matter of fact.

Immediately after the victory, the victors 30 of Prairial separated and formed two camps of enemies, watching each other with arms in hand, entrenched and making sorties on each other: On one side are the simple bandits and the lowest of the populace, the followers of Marat, incorrigible monomaniacs, headstrong, conceited spirits proud of their crimes and disposed to repeat them rather than admit their guilt, the dogmatic simpletons who go ahead with their eyes shut and who have forgotten everything and learnt nothing.

And better still, through the law of Prairial 22, its meshes are reduced in size and its width increased; with such admirable contraption, the fishpond could not fail to be exhausted. A little before the 9th of Thermidor, David, who was one of Robespierre's devoted adherents, himself exclaimed: "Will twenty of us be left on the Mountain?"
