Some months ago the present writer chanced to express an opinion upon Welsh Disestablishment. Wales, at any rate, would seem to be far enough away from Emile, Candide, the Law of Prairial, and the Committee of Public Safety.
The process of the tribunal was rough and summary, but it was fairer until Robespierre's Law of Prairial than people usually suppose, and it was the very temple of the goddess of Justice herself compared with the September massacres.
It is scarce three months since my life was attempted by Uracchi, Arena; Topino-Lebrun, and Demerville. They all belong to one gang! The cutthroats of September, the assassins of Versailles, the brigands of the 81st of May, the conspirators of Prairial are the authors of all the crimes committed against established Governments! If they cannot be checked they must be crashed!
Only towards the end of its existence, after the fall of Robespierre, did the Convention contrive to escape from the yoke of the Jacobins and the Commune. It closed the Jacobin club and guillotined its leading members. Despite such sanctions the leaders still continued to excite the populace and hurl it against the Convention. In Germinal and Prairial it underwent regular sieges.
The ideas of the almanac-makers came back to him also, and it was splendid to hear him talk of the "Pluviose" the season of rains, of "Nivose" the season of snows, of "Ventose" season of winds, and "Floreal, Prairial, and Fructidor."
The soil of France was safe for twenty years, and with the terror of invasion, the need for terror at home passed away. It had been borne while the danger lasted; and with the danger, it came to an end. The Committee of Public Safety resented the law of Prairial; and when asked to authorise the proscription of deputies refused.
The governing Committees were reconstructed on the principle of frequent change; the law of Prairial, which gave the right of arbitrary arrest and unconditional gaol delivery, was abrogated; and commissaries were sent out to teach the Provinces the example of Paris. Beyond these measures, the action of the State stood still.
This first and only instance of opposition was highly displeasing to the Committee, and, on the twenty-fourth, Robespierre, Barrere, Couthon, and Billaud, animadverted with such severity on the promoters of it, that the terrified Bourdon* declared, the repeal he had solicited was unnecessary, and that he believed the Committee were destined to be the saviours of the country; while Merlin de Douay disclaimed all share in the business and, in fine, it was determined, that the law of the twenty-second of Prairial should remain as first presented to the Convention, and that the qualification of the succeeding day was void.
The law of the twenty-second of Prairial is also repealed, but the Revolutionary Tribunal is preserved, and the necessity of suspending the old jury, as being the creatures of Robespierre, has not prevented the tender solicitude of the Convention for a renovated activity in the establishment itself.
Placed between the two exclusive and dissatisfied parties of Prairial and Vendemiaire, they endeavoured, by a decided line of conduct, to subject them to an order of things, holding a place midway between their extreme pretensions. They sought to revive the enthusiasm and order of the first years of the revolution.
