The town of Rockland, Plymouth county, in the east of Massachusetts, has 5,200 inhabitants; assesses for taxation 5,787 acres of land; contains 1,078 dwelling houses, 800 of which are occupied by owners, and numbers 1,591 poll tax payers, who are therefore voters.
In his early days in Cleveland he was chosen one of the village trustees. In 1828, when he held that office, and Richard Hilliard was president of the Board of Trustees, the members gathered one afternoon in an office and voted an appropriation of two hundred dollars to put the village in proper order. Great was the outcry at this wastefulness, on the part of some of the tax payers.
Without their manly support, this measure would have been lost, and the reformers throughout the kingdom would then have been recommended to abandon the high ground they had taken; to give up petitions, already signed by half a million of men for universal suffrage; and in its stead to petition for suffrage to the extent of householders, or to the payers of direct taxes ONLY. Having established this position, for the correctness of which I appeal to all the delegates who were present, I shall leave it for the present, although there are very important matters, and some very curious circumstances connected with the events of that period, which have never yet appeared before the public, which must come out, and which will form a very material part of my history.
While I do not advise such a person to attempt the ascent, I do not advise him against it. Asquith, the Prime Minister, when Chancellor of the Exchequer, reduced the income-tax in respect of earned incomes under £2,000 a year from a shilling to ninepence, and it is calculated that 750,000 income-tax payers that is to say, nearly three-quarters of the whole number of income-tax payers who formerly paid at the shilling rate have obtained an actual relief from taxation to the extent of nearly £1,200,000 a year in the aggregate.

Hampden Clubs had been formed all over the North of England, by Major Cartwright, who had sent an agent round the country for that purpose. There were farms lying vacant on the Mount Dunstan estate, there were others whose tenants were uncertain rent payers or slipshod workers or dishonest in small ways. Waste or sale of the fertiliser which should have been given to the soil as its due, neglect in the case of things whose decay meant depreciation of property and expense to the landlord, were dishonesties.
