One of the best speeches at the council was made by Helen H. Gardener. It was a criticism of Dr. Hammond's position in regard to the inferior size and quality of woman's brain. As the doctor had never had the opportunity of examining the brains of the most distinguished women, and, probably, those only of paupers and criminals, she felt he had no data on which to base his conclusions.
Sure, we're towld by thim that knows all about it, men that's grate scholars an' can spake out iligant. Why wouldn't we be allowed to sink a coal mine in our own counthry? Why wouldn't we be allowed to get the gowld that's all through the mountains? 'Tis the English that wants iverything for thimsilves, an' makes us all starvin' paupers intirely."
Even in this system, fraud was frequent; but still the work put needed capital in the hands of practical paupers, and some, at least, was well spent. The most perplexing and least successful part of the Bureau's work lay in the exercise of its judicial functions.
In 1761, the apparatus was sold at a farther loss; and the overseers sheltered themselves under the charge of idleness against the paupers. In 1766, the spinning of mop-yarn was introduced, which might, with attention, have turned to account; but unfortunately, the yarn proved of less value than the wool.
In the course of the seventeenth century paupers and dissolute persons more and more filled the jails and workhouses. Meanwhile in the young colonies across the sea labor was scarce, and it seemed to many an act of benevolence to bring from England persons who could not possibly make a living at home and give them some chance in the New World.
Princes have become paupers, and bankers, merchants and millionaires have passed into the oblivion of bankruptcy. The period of depression is slowly passing away, and we are entering upon better times. A great many people say that a scarcity of money is our only difficulty. In my opinion we have money enough, but we lack confidence in each other and in the future.
It's actilly overrun with transient paupers, and transient speculators, and these last grumble and growl like a bear with a sore head, the whole blessed time, at everything; and can hardly keep a civil tongue in their head, while they're fobbin' your money hand over hand.
"My child," said the old man, shaking his head sadly, "I shall never again have heart for these studies, never! A king's anger I could brave, a priest's malice I could pity; but to find the very children, the young race for whose sake I have made thee and myself paupers, to find them thus thus " He stopped, for his voice failed him, and the tears rolled down his cheeks.
For ages were they destined to remain outcasts and strangers on the soil which was their own; abject and ignorant paupers, without the faintest possibility of rising in the social scale. One thing only did they keep in their hearts, their faith, though stripped of all the exterior circumstances which adorn it, and reduced to its simplest elements.
I too have stolen a little morsel of education amongst a troop of players; and if my coarse habits will sometimes look out, why that's no fault of mine, but of those worthy paupers that thought proper to steal me in my infancy.
