As the ships could not ride in safety at St Juan de Vilhua, Cortes sent Francis de Montejo, and the pilot Antonio Alaminos, in two brigantines, to look out for a safe anchorage. They went to Panuco, in lat. 23° N. whence they came back to Culvacan as a safer harbour. But Cortes went by land westwards to a city named Zempoallan, where he was well received.
Here he found, to his great joy, that his countrymen had quite a flourishing colony, and that they had reared quite a large town, called Panuco, at a few miles up the stream. They kissed the very ground for joy, and abandoning their storm-shattered brigantines, commenced a tumultuous march towards the town. They were received with great hospitality.
One learned investigator classes them with the Nahuatl or Toltec race, thinks they came from Mexico, and finds that, like the ancient people of Panuco and Colhuacan, they had the phallic ceremonies among their religious observances. Their history can not be given, and there is little or nothing but conjecture to connect them with the Mound-Builders.

Avoiding the cavalry camp, they entered Panuco with all the speed the ruts permitted, swinging dizzy corners to the squawking of chickens and barking of dogs. To gain the ferry, they had to pass down one side of the great plaza which was the heart of the city.
On the 2d of July, 1543, the scanty remnant of the once powerful band embarked on the waters of the great river, and for seventeen days floated downward, while the Indians on the bank poured arrows on them incessantly as they passed. Fifty days later a few haggard, half-naked survivors of De Soto's great expedition landed at the Spanish settlement of Panuco in Mexico.
For twenty-five days they remained at Panuco; a riotous band of disappointed and reckless men, frequently engaging in sanguinary broils. Gradually they dispersed. Many of the common soldiers found their way to the city of Mexico, where they enlisted in the Mexican and Peruvian armies. Most of the leaders found their way back to Spain, broken in health and spirits.
In the same year 1523, Cortes went with 300 Spanish foot, 150 horse, and 20,000 Mexicans, to make a complete discovery and conquest of Panuco, and to punish the inhabitants for having killed and devoured the soldiers of Francis Garay.
Some years ago I followed Attalano, my guide, down the narrow Mexican street of Tampico to the bank of the broad Panuco. Under the rosy dawn the river quivered like a restless opal.
From these men Cortes was informed that Francisco de Garay, governor of Jamaica, had procured a commission from the court as adelantado of such districts as he might discover on this coast to the north of the river of St Peter and St Paul, and had sent three ships with 270 soldiers under Pineda, who was then in the river of Panuco.
