If South Carolina or any State has the right to withdraw, whenever the majority of other States outvote it, it means that the minority always has a right to disobey the majority, which means not simply the withdrawal of the one State from the many States, but later, the withdrawal of a few counties from a majority of the counties in that State, giving an endless series of confusions.

The leaders of that party hope to be able to unite the northern states in one great sectional party; and inasmuch as the North is the strongest section they will thus be enabled to outvote, conquer, and control the South. Is there a Republican in Galesburg who can travel into Kentucky and carry his principles with him across the Ohio?"

In Maine itself, a State frightfully drunken in the first half of the century, the opponents of Neal Dow in the State Legislature scornfully allowed him to carry a Bill which gave to each parish Permission to accept his measure as law. They expected that the drunkards would outvote it: but to their discomfiture found that the drunkards were glad of his law, and nailed it firm.

Victor Dorn could only use lawful means clearly and cautiously lawful means. If Kelly used force against him, whether the perverted law of the courts or open lawlessness, he must meet it with peace. If Kelly smote him on the right cheek he must give him the left to be smitten. When the League could outvote Kelly, then another policy, still of calmness and peace and civilization, but not so meek.

They elected to the higher magistracies and exercised jurisdiction in capital cases, a function which grew out of the Roman citizen's right to appeal. Each century had one vote; and as by the Servian arrangement the first class, though containing fewest voters, had nevertheless, owing to its highest assessment, most votes, it could by itself outvote the other classes.

There are two worlds, one called Ante-Rosse, and the other Post-Rosse; and, if it should come to voting, the latter would shockingly outvote the other. Augustus Caesar made it his boast when dying, that he had found the city of Rome built of brick, and that he left it built of marble: lateritiam invenit, marmoream reliquit.

The French Canadian yeoman, or small farmer, has an alacrity at standing still; it is only le notaire and le medécin that advance; so that, if emigration goes on at the rate it has done since the rebellion, the old country folks will, before fifty more years pass over, outnumber and outvote, by ten times, Jean Baptiste, which is a pity, for a better soul than that merry mixture of bonhomie and phlegm, the French Canadian is, the wide world's surface does not produce.

So one delegate may equal a hundred; Servia and Bulgaria may outvote France; a solitary Russian hold ninety-two Germans in check. Before this they turned out a Polish girl with unsigned credentials. She made a good speech and was gallantly supported, but in the end failed. And when all the putting out was done there was an appeal for unanimity.

"Oh, not that at all," Brooks hastily assured. "Of course, we can outvote him, and put it through. But we want him with us, don't you see? We've a high opinion of his ability. He's the sort of man who gets results; practical, you know; knows mining to a T. Only he shies at our financial method.

If the holders of these seats were debarred from voting, the Populists could outvote the Republicans. The situation itself was fraught with comedy; and the actions of the contestants made it nothing less than farce. The assembly convened on the 10th of January, and both Republican and Populist speakers were declared duly elected by their respective factions.
