We are also working together to see that those nations most seriously affected by the oil disruption including our key NATO allies Turkey and Portugal can get the oil they need. Today, the First Armored Division, the principal American unit serving in Bosnia is, in essence, the same force that fought so well in Desert Storm and, for the bulk of the Cold War along with our other units, had been designed to defend NATO against and then defeat a numerically superior, armored and mechanized Soviet adversary advancing across the plains of Germany.

With American leadership, the killing has stopped in Bosnia. Now the habits of peace must take hold. The new NATO force will allow reconstruction and reconciliation to accelerate. Tonight I ask Congress to continue its strong support of our troops. They are doing a remarkable job there for America, and America must do right by them.
Every member of NATO stands with us in a common commitment to preserve this symbol of free man's will to remain free. I cannot now predict the course of future negotiations over Berlin. I can only say that we are sparing no honorable effort to find a peaceful and mutually acceptable resolution of this problem.
The Czech Republic, Poland, and Hungary the eternal EU candidates have full scale members of NATO for 3 years now. The EU responded by feebly attempting to counter this worrisome imbalance of influence with a Common Foreign and Security Policy and a rapid deployment force.
Therefore, when intervention is necessary there is likely to be both a political and practical imperative to have allied or international involvement or at least the political cover of the UN, NATO, or appropriate NGOs. WMD can easily complicate our ability to influence positive and constructive behavior of possessors.

America's military power is a major force for security and stability in the world. We must maintain our strategic capability and continue the progress of the last 2 years with our NATO Allies, with whom we have increased our readiness, modernized our equipment, and strengthened our defense forces in Europe. I urge you to support the strong defense budget which I have proposed to the Congress.
This same concern applies to economic and security assistance programs as well. But the resolve of America and its NATO allies has opened the way for unprecedented achievement in arms reduction.
