During evolution they become relatively nearer, and at birth are in front; though they are still, in the European infant as in the adult Mongol, proportionately further apart than they afterwards become. But this approximation shows no signs of further increase. Two reasons suggest themselves.

'Of all the healing appliances in the hands of a foreigner none strikes the fancy of a Mongol so much as the galvanic battery, and it is rather curious that almost every Mongol who sees it and tries its effect exclaims what a capital thing it would be for examining accused persons. It would far surpass whipping, beating, or suspending. Under its torture a guilty man could not but "confess."

On his way back from this campaign the Mongol chief attacked the Prince of Hia, who reigned over Kansuh and Tangut, and thus began the third war he waged for the extension of his power. Before this assumed serious proportions he summoned a Grand Council or Kuriltai, at his camp on the Onon, and then erected outside his tent the royal Mongol banner of the nine white yak-tails.

'Eager to see some more of the country, and in the hope that I might be able to talk to him on the way, I hired a Mongol to carry my bedding and books, and made a descent on a village thirty miles away. The general cold of the winter was aggravated by a snowstorm which overtook us at the little market town, and I have no words to tell you how the cold felt that day as I paraded that one street.

Their features approach much nearer the pure Mongol type, and their language is a distinct dialect, which a Bashkir or a Tartar of Kazan has some difficulty in understanding.

How it is possible to live in indescribable filth, half-fed, well-nigh frozen in winter, and suffering the tortures of the damned, is beyond my ken only a Mongol could live at all. The prison is not a Mongol invention. It was built by the Manchus and is an eloquent tribute to a knowledge of the fine arts of cruelty that has never been surpassed.

We did not hire him for spiritual reasons, but to be our guide and social mentor upon the plains. Of course, we could not speak Mongol, but both my wife and I know some Chinese and our cook-boy Lu was possessed of a species of "pidgin English" which, by using a good deal of imagination, we could understand at times.

I have seen them in large droves coming across country at full gallop, enveloped in clouds of dust, with mounted Mongol and Chinese drovers, carrying long bamboo poles, riding on the outskirts of each mob and directing its course. Villagers, on seeing the clouds of dust and hearing the thunder of hoofs, hurry out to try and divert the equine torrent from their crops, but in vain.

Long ago one borrowed the other's written language, and long before that, untold generations ago, they diverged from a common root, the ancient Mongol stock.

Noskoff was a ferocious man as shown by the name the Mongols gave him 'Satan. He used to have his Mongol debtors beaten or imprisoned through the instrumentality of the Chinese authorities.
