Whilst "monster" demonstrations were organized in Calcutta and in the principal towns of the mofussil, the wildest reports were sedulously disseminated amongst the rural population. Partition was meant to pave the way for undoing the Permanent Settlement which governs the Land Revenue in Bengal, and, once the Permanent Settlement out of the way, Government would screw up the land tax.

Labertouche was "somewhere up in the Mofussil, hunting bugs I don't know exactly where." This was, broadly speaking, perfectly true, within the limitations of the youth's personal knowledge.

The punkahs go all day not the flapping kind of Mofussil punkahs, but things like bits of windmills fastened to poles. I never like to sit or sleep exactly underneath one, they look so insecure; besides, they make one so untidy. At a dinner-party it is really dreadful to have the things flap-flapping above one's carefully done hair.

We have to get letters away by Tuesday from the Mofussil instead of Thursday as in Calcutta. I look forward with great distaste to leaving this place next week. When with the Royles one can't imagine oneself happy anywhere else.

Perhaps, too, for the same reasons, there is a tendency towards over-centralization in the "Secretariats" or permanent departments at the seat of government, whether in Simla or in the provincial capitals, and the less favoured civilian who bears the heat and burden of the day in the mofussil is both more dependent upon them and more jealous of the many advantages they naturally enjoy.

The Mofussil, by the way, is an extremely elastic term, standing as it does in the vocabulary of the resident Calcutta-man, for the Empire of India outside the seat of its Government. Precisely why Mr.

Without notes he enumerated the callers at the office day by day from the time when Labertouche had left for the Mofussil with his specimen-box and the rest of his bug-hunting paraphernalia; naming those known to his employer, minutely describing all others, even repeating their words with almost phonographic fidelity.

It was quite an important station, and the large refreshment-room had a long table set for dinner. Lining the walls of the room were tall glass cases filled with tinned meats, jam, biscuits, and other eatables, for in the Mofussil provisions are bought at the railway stations. After dinner Boggley produced a pencil and sheet of paper. "Now," he said, "we must make a list of provisions wanted."

Then all had to put their umbrellas down on passing a sahib, and all had to leave the side-walk on the white man's approach; not that the law compelled them to do so, it was simply a custom enforced by their masters, in the large cities as well as in the mofussil. We thought it advisable at all costs to keep the coolies in a proper state of subjection.

He assured me I was mistaken in the view I had held, and that what I could relate would make attractive reading to the present generation of Europeans, not only in the city, but also in the mofussil. I finally yielded to persuasion, and throwing back my memory over the years tried to conjure up visions of Calcutta of the past.
