Perhaps, too, for the same reasons, there is a tendency towards over-centralization in the "Secretariats" or permanent departments at the seat of government, whether in Simla or in the provincial capitals, and the less favoured civilian who bears the heat and burden of the day in the mofussil is both more dependent upon them and more jealous of the many advantages they naturally enjoy.

Powerful, indeed, is the tendency toward over-centralization, toward stagnation, toward political death. Powerful is the tendency to revert to the Roman, if not to the Oriental method.

They should, within the limits imposed upon them by present-day circumstances, endeavor to maintain the balance in such a manner that the evils of over-centralization which clog, confuse and in the long run depreciate the value of the Bahá’í services rendered shall on one hand be entirely avoided, and on the other the perils of utter decentralization with the consequent lapse of governing authority from the hands of the national representatives of the believers definitely averted.

Let us read history to her and remind her what centralization did for old France; let us whisper to her, whilst there is time, what Paris is like in our own day. Do we exaggerate the evils of over-centralization? We only at present, half know them; but the next generation may discover the full meaning of the word.

Then if the War Department and the Post Office both buy lumber, hire carpenters, or construct brick walls they need not necessarily do them through the same agency, for that might mean cumbersome over-centralization; but they would be able to use the same measure for the same things, be conscious of the comparisons, and be treated as competitors. And the more competition of this sort the better.
