Month after month, when stories of trouble came from the interior, the Korea Review endeavoured to give the best explanation possible for them, and to reassure the public. It was not until the editor was forced thereto by consistent and sustained Japanese misgovernment that he reversed his attitude. Foreign visitors of influence were naturally drawn to the Japanese rather than to the Koreans.
There are too many men who hesitate to marry because they do not have confidence in the future, too many married people who do not dare to have more than one or two children, if they dare to have any, to make it possible to maintain that there is now no dread of more than ordinary misgovernment. It is difficult to ascertain the total wealth of the country.
Long and undisturbed possession as well as a distinctly legal title by free vote of Parliament was in favour of the House of Lancaster. But the persecution of the Lollards, the interference with elections, the odium of the war, the shame of the long misgovernment, told fatally against the weak and imbecile king whose reign had been a long battle of contending factions.
Whether he would have acted upon this determination, his death, which happened in the year 1667, prevents us now from ascertaining. After the fall of Clarendon, which soon followed, the king entered into that career of misgovernment which, that he was able to pursue it to its end, is a disgrace to the history of our country.
Looking over Wednesday's Cork Examiner, I observe that amid other things the Reverend John O'Mahony attributes the fact that "The teeming treasures of the deep were almost left untouched," that is, off the Irish coast, and that this is "a disgrace and a dishonour to the people through whose misrule and misgovernment the unhappy result was brought about."
We must remember that although he had only heard one side of the case it was evidently so positive, and the fruits of misgovernment were there so visibly before his eyes, that no amount of evidence in favour of Columbus would make him change his mind as to his fitness to govern.
It has, moreover, been well said that it was a kind of poor-law; and, even if bad in itself, may have been the least bad remedy for the pauperism which not Caius, but senatorial misgovernment had brought about.
The able men of the Hojo family were followed by weak and vicious ones. Their tyranny and misgovernment grew unbearable. They gave themselves up to luxury and debauchery, oppressed the people by taxes to obtain means for their costly pleasures, and crushed beneath their oppressive rule the emperor, the shogun, and the people alike. Their cup of vice and tyranny at length overflowed.
For the sufferings of the people were not greater than they had been before; the misgovernment and oppression were less, and a successful war with England had largely wiped out the humiliations inflicted by Chatham.
But formidable as was the danger from without, it was little to the danger from within. The country was humiliated by defeat and brought to the verge of rebellion by the bloodshed and misgovernment of Mary's reign. The social discontent which had been trampled down for a while by the horsemen of Somerset remained a menace to further order.
