What is at stake is the future of eleven million people, inhabiting the whole tract of country from sixty miles north of Trieste to the centre of Macedonia, from the southern plains of Hungary to the North Albanian frontier. The history of these provinces during the past generation is one of neglect and misgovernment.
He had once planned a history of Ireland, "but abandoned the idea because the continuous record of misery and misgovernment was too painful to contemplate." All pleasure lies in contrast. The history of Ireland offers no contrast; it is a tale of unmitigated wrong. It is too full of graves and the ghosts are not laid yet. As well write the history of a churchyard.
The misgovernment of Dalhousie and Aylmer in Lower Canada, and of Gore, Maitland and Colborne in Upper Canada, was touched upon in a few brief, vitriolic sentences. It was shown that, though these gentlemen had been responsible to Downing Street, they had not only met with no punishment, but had actually been promoted to higher honours. There was much more of the same sort.
Now, the rising of the discontented barons under the Earl of Lancaster, provoked by the king's favouritism and misgovernment, took place in the early part of the year 1322. By the battle of Boroughbridge, fought on the 16th of March in that year, the insurrection was suppressed. It was punished with great severity.
Things had happened in both which might serve as a warning, and which some of the old men still living in 1750 could distinctly remember. In Virginia the misgovernment of the royal governor Sir William Berkeley had led in 1675 to the famous rebellion headed by Nathaniel Bacon, and this rebellion had been suppressed with much harshness.
What had been merely a sentiment under the great rulers of the eighteenth century became an absolute conviction when Kiaking found himself the mark of conspirators and assassins. The first of the plots to which he nearly fell a victim occurred at such an early period of his reign that it could not be attributed to popular discontent at his misgovernment.
"It is sometimes surmised, and this not merely by extreme men, but by quiet and experienced observers of events in this country, that the large population, mainly British, which has been attracted to the Gold Fields of the Transvaal, is unlikely to endure much longer the systematic misgovernment and suppression, to which they are subjected by men of avowedly anti-English sympathies, and pledged to a policy directed to check British progress by all means.
He could call upon his vassal or tributary kings to aid him in war times or in any sudden emergency, but, as regards their internal arrangements the government, misgovernment, or non-government of their several sub-kingdoms they were free to act as they pleased, and he was not understood to have any formal jurisdiction. For all that Brian was an unmistakable king, and proved himself to be one.
The misgovernment of Ireland became therefore a stock topic of the earlier Opposition of the present century; and advocating the cause of their clients, who wished to become mayors, and magistrates, and members of the legislature, they argued that in the concession of those powers and dignities, and perhaps in the discreet confiscation of the property of the Church, the only cures could be found for threatening notices, robbery of arms, administering of unlawful oaths, burglary, murder, and arson.
That misgovernment of this kind should have gone on unchecked in defiance of the provisions of the Charter was owing to the disunion and sluggishness of the English baronage. On the first arrival of the foreigners Richard, the Earl Marshal, a son of the great Regent, stood forth as their leader to demand the expulsion of the strangers from the royal Council.
