I wish to repeat again for the benefit of the timid and the suspicious that this country is neither militaristic nor imperialistic. Many people at home and abroad, who constantly make this charge, are the same ones who are even more solicitous to have us extend assistance to foreign countries. When such assistance is granted, the inevitable result is that we have foreign interests.

In the city of Cairo the stranger feels many of the Moslem merits, but he certainly feels the militaristic character of the Moslem glories. The crown of the city is the citadel, built by the great Saladin but of the spoils of ancient Egyptian architecture; and that fact is in its turn very symbolical.

On the other hand he must secure guarantees that Germany had indeed thrown off her militaristic cloak, as Prince Max of Baden, the new Chancellor, insisted; and also that under cover of an armistice she might not effect a withdrawal of her defeated armies, only to renew the struggle under more favorable conditions on her own borders.

Even from the traditional militaristic standpoint, strength does not reside in numbers, though the Caesars, the Napoleons and the Kaisers of the world have always believed that large exploitable populations were necessary for their own individual power.

While Socialists have no desire for revolutionary violence, being convinced, as they are, that the present generation will see the majority of the voters of every modern country in their ranks, and Socialists by right in possession of the legal powers of government, they nevertheless have never been blind to the readiness of the plutocratic and militaristic forces in control of governments to proceed to illegal coups d'état, to destroy all vestiges of democracy, if thought necessary, and to use every form of violence, as soon as they feel that they are beginning to lose their political power.

Germany was still a country of landed proprietors, and these proprietors always have thrown their weight to the side of war. They were by no means dominated by a motive of pure greed, and they did not seek war entirely for their own advantage, but because, we might say, they are ruled through and through by motives that can be satisfied only in a militaristic state of society.

It went on like a huge machine: that explains why it almost stopped after being damaged by the war, and the whole life of the nation was paralysed while there were very few individual impulses of reaction. Imperial Germany has always been lacking in political ability, perhaps not only through a temperamental failing, but chiefly owing to her militaristic education.

Thus with a President and War Secretary, both of whom had been instinctively opposed to a large army and who had expressed their fear of the development of a militaristic spirit, and with a majority in Congress favoring the traditional volunteer system, adherence to which had cost the British thousands of lives that might better have been used at home, the building of an effective army seemed a matter of extreme doubt.

My parents when told of my enlistment had different reactions, father said little, probably thinking of his experiences in WWI but mother who would not let me join the Boy Scouts or the school Cadet Corps because they were too militaristic said, "you're a fool!" At the time I thought that was a bit hard but six months into the war and I had to admit she had a point.

There is a great anti-American drive on now; seems to be largely confined to newspapers, but also stimulated artificially somewhat, presumably by the militaristic faction, which has lost more prestige in the last few months than in years, with a corresponding gain in liberal sentiment. They have consequently found it necessary to do something to come back.
