If we waited until the fall and the negotiations stretched out through the winter, the temptation for making new drives in the spring, with the preparations made throughout the winter, would incline the militaristic element in the various countries involved to block peace negotiations. It seems, therefore, that the time to act is now when these drives are spending their force.
Yet we knew that this man possessed a power that few scientists have developed; the power of co-ordination, of handling and balancing great facts and forces, and of deciding promptly how best to meet any given situation. Not that we looked for anything militaristic out of the Blind Spot; far from it.
The fact that the life of one of their own comrades might be snuffed out did not weigh with them at all. Such is the German militaristic creed. The individual, his life, or welfare is as nothing when compared with the welfare of the cause, the state, the whole brutal, efficient system. After all, this comrade might be dead now. They must get at and, if possible, overtake these schwein at all cost.
Criticism of the United States is the easiest way to arrest the spread of liberal sentiments and strengthen the arguments for a big militaristic party, like twisting the lion's tail with us.
We remember the great sons of the Italian people Galileo and Marconi, Michelangelo and Dante and incidentally that fearless discoverer who typifies the courage of Italy Christopher Columbus. Italy cannot grow in stature by seeking to build up a great militaristic empire.
So far as this autocratic principle aimed to suppress the rights of individuals, or to menace the liberties of small nations, so far as it was aggressively militaristic and had imperial ambitions, which could be achieved only by force, it stood clearly opposed to democracy.
It is not its militaristic ideals, its mechanical civilization, not even its brutality and vulgarity, not even the ferocity of its warfare: it is the methodical application of this underlying principle of conduct which has been inculcated into the people so that they rejoice at the sinking of the Lusitania, which has been employed in this war systematically from the first day.
For us to refuse the customary support and protection of such interests would be in derogation of the sovereignty of this Nation. Our largest foreign interests are in the British Empire, France, and Italy. Because we are constantly solicitous for those interests, I doubt if anyone would suppose that those countries feel we harbor toward them any militaristic or imperialistic design.
So long as the Kaiser was obedient to the will of militarism, so long could he maintain his standing. He was confident, however, that the militaristic oligarchy was determined to have its will, and would dethrone the Kaiser the moment he showed indications of taking a course that would lead to peace. Colonel House was also convinced that this militaristic oligarchy was determined on war.
Consequently, the Germans had not been concerned all this time with bringing about a reasonable peace, but with gaining the empire of the world, a conclusion from which their war guilt was also to be inferred. It was as the result of these ideas that Mr. Wilson preached the crusade against militaristic and autocratic Germany, who wanted to achieve the mastery of the world.
