The Dutch in these encounters had fifty-five ships-of-the-line; their enemies eighty-one, fifty-four of which were English. The allied fleets did not go to sea again until the latter part of July, and this time they carried with them a body of troops meant for a landing. The British victory, while the critical movement on the Western front, was but one of the four operations which Foch had concerted with Haig in the middle of September. The other three were a Belgian attack at Ypres, an American advance on the Meuse, and a French offensive in close connexion with it in Champagne and the Argonne.
