During the hours of recreation, the younger portion of the educated workmen indulge more in reading and mental pleasures; they attend more at reading-rooms, and avail themselves of the facilities afforded by libraries, by scientific lectures, and by lyceums. The older of the more educated workmen spend their time chiefly with their families, reading and walking out with them.
The pupils, maintained in the Lyceums, are not to remain there more than six years at the expense of the nation. At the end of their studies, they are to undergo an examination, after which a fifth of them are to be placed in the different Special Schools according to their disposition, in order to be maintained there from two to four years at the expense of the Republic.
Coffin's idea was to improve them. About this time Whittier's poems, especially those depicting slave life, had a great influence upon young Carleton. Learning the poems, he declaimed them in schools and lyceums. The first week in June, which was not only election time, but also anniversary week in Concord, with no end of meetings, was mightily enjoyed by the future war correspondent.
The obscure hamlets of New England, which have within thirty years become beautiful towns, with lyceums, libraries, and schools, are the most striking examples on earth of the arrant folly of this gabble of 'capital as opposed to labor. July slipped away and it was well into August before we returned to our posts and the old grind of "Fours right," and "Fours left." Each recurring November 1st, brought the initiation of Post Lyceums at all garrisons, in which the officers were gathered together twice a week, and war in all its phases was studied.
But I do not take much stock in the "lost arts," the wondering theme of the lyceums. The knowledge of the natural world, and of materials, was never, I believe, so extensive and exact as it is today.
The clients I represent in this argument contend that they are an unnecessary institution that where gentlemen wish to associate together for literary purposes, there are always within their reach lyceums, athenaeums, libraries, and societies without number; and that as to a social relaxation, it can be had without setting up a quasi-monastery.
Such is the object which FOURCROY wishes to attain, by creating a number of national pensions, so considerable that their funds, when distributed in the Lyceums, may be sufficient for their support. Agreeably to these ideas, the following is said to be the outline of the new organization of public instruction. It is to be divided into four classes; viz.
The pupils of the primary schools felt a quasi-dependence on the Emperor; those of the lyceums were the very children of patronage, for the cheapness of their education, combined with their semi-military uniforms and habits, impressed at every turn on them and their families the immanence of the Empire.
Bennett was recently mobbed for lecturing to women on watchmaking. In this country, we have known grave professors to refuse to address lyceums which thought fit to employ an occasional female lecturer. Mr.
