197. =Legislation.= The history of industrial reform is first of all a story of legislative interference with arbitrary management. When Great Britain early in the nineteenth century overstepped the bounds of the let-alone policy and began to legislate for the protection of the employee, it was but a resumption of a paternal policy that had been general in Europe before.
This is the foundation of Mill's political theories, and explains the real congeniality of the let-alone doctrines to his philosophy. It gives, too, the key-note of the book upon 'Liberty, which Fitzjames took for his point of assault. Garman recognized this limitation in one of his lectures where he says: "Critics have noticed three stages in the development of human civilization. He is a Nationalist with Jackson, and a Republican with Jefferson; a let-alone philosopher all the time." "Oh, yes, but Douglas is not educated. He is not really sound. He is not deep enough. He is not I hate the word spirituality but he hasn't the right heat, the right light.
I never saw finer or more copious hemlocks, many of them large, some old and hoary. Such a sentiment to them, secretive, shaggy what I call weather-beaten and let-alone a rich underlay of ferns, yew sprouts and mosses, beginning to be spotted with the early summer wild-flowers.
In this connection we naturally recur to the relation of the national government to the negro problem. In general, the let-alone policy of the last twenty-eight years is likely to continue, and there is every reason why it should. The termination of Federal interference in 1877 was not due to criminal indifference or lassitude on the part of the North, or to political accident.
