The petition of the clergy for the legalisation of their marriages, deferred from the last session, was given effect, and fasting was again enjoined on economic grounds. The real business of the session, however, was the discussion of the new Prayer-book and the first Act of Uniformity. Hitherto, there had been no uniform Order of Service: a variety of "Uses" being sanctioned.

The Parliament of Northern Ireland established by the Act was in fact the legalisation of the Ulster Provisional Government of 1913. It placed Ulster in a position of equality with the South, both politically and economically. The two Legislatures in Ireland possessed the same powers, and were subject to an equal reservation of authority to the Imperial Parliament.

The consent of the whole brotherhood required for his admission may remind us of the consent which the Comitia Curiata, the Parliament of that larger brotherhood of self-styled kinsmen, the ancient Roman commonwealth, so strenuously insisted on as essential to the legalisation of an Adoption or the confirmation of a Will.

Meanwhile, by 1857 the actual bloodshed in Kansas had come to an end under the administration of an able Governor; the enormous majority of settlers in Kansas were now known to be against slavery and it was probably assumed that the legalisation of slavery could not be forced upon them.

And afterward, self-moved, they ceded the ten miles square, and declared the cession made "in pursuance of" that oft-cited clause, "Congress shall have power to exercise exclusive legalisation in all cases whatsoever over such District," &c. And now verily "they would not have ceded if they had supposed!" &c. Cede it they did, and "in full and absolute right both of soil and persons."

Under them the people of Kansas were to vote whether they would have this Constitution as it stood, or have it with the legalisation of slavery restricted to the slaves who had then been brought into the territory. No opportunity was to be given them of rejecting the Constitution altogether, though Governor Walker, himself in favor of slavery, assured the President that they wished to do so.

My great friend at Berlin was my fellow-attache Maude, a most delightful little fellow, who was universally popular. Poor Maude, who was a near relation of Mr. Cyril Maude the actor's, died four years afterwards in China. Most of the applicants for legalisation were of one particular faith.

Some adroit champion of the Wrong had employed the argument that once Women got the vote, the Divorce Laws would be greatly enlarged. This would be part of the scheme of the wild women to get themselves all married; that and the legalisation of Polygamy which would follow the Vote as surely as the night the day.

It is the legalisation of what had been looked at, up till then, askance. The long, silent revolution had become conscious. But the lords were, as we have said, not altogether sorry for the turn things had taken. Commutation proceeded steadily, with much haggling so as to obtain the highest price from the eager tenant.

The contract, the legalisation absurd and irrelevant as all legal things are to anything that matters the contract, because we're such tradition-bound creatures, does give a sort of illusion of inevitability, which is settling, so that it doesn't occur to the people to fly apart at the first strain. They go through with it instead, and in nine cases out of ten come out on the other side.
