Bartholomew Columbus immediately set out to select a site and on August 4, 1496, laid the first stone of the new city on the left bank of the Ozama, calling it Nueva Isabela, in honor of the queen. The name was afterwards changed to Santo Domingo in honor, so tradition has it, of the saint to whom the day of its foundation was dedicated.

According to the quality of the produce, the tobacco provinces rank in the following order: First, Cagayan and Isabela; Second, Igorots; Third, Island of Mindanao; Fourth, Bisayas; Fifth, Nueva Ecija.

The population of Vigan is nineteen thousand. On October 5, 1898, at Echague, Isabela Province, a presidente was elected for whom fifty-four votes were cast. The population of Echague is fifty-four thousand. On October 2, 1898, at Cabagan Nuevo, Isabela, one hundred and eleven men voted out of a population of sixty-two hundred and forty.

"Lieutenant Salvador Piera of the Guardia Civil, commanding officer at Aparri, who, realizing that all resistance was useless, gave way to the persistent solicitations of Spaniards and natives and surrendered that town on honourable terms, which the Katipúnan forces did not respect after the capitulation had been signed, was sent for by Villa, the military authority of Isabela.

I was told by the Kalinga of this latter region that the people in the mountain close to the Cagayan in the vicinity of Cabagan Nuevo, Isabela Province, also use this ax. In the southern and western part of the Bontoc area the battle-ax shares place with the bolo, the sole hand weapon of the Igorot of adjoining Lepanto, Benguet, and Nueva Vizcaya Provinces.

While the provinces of Isabela and Cagayan constitute the Cagayan valley proper, Blount includes Nueva Vizcaya in the territory covered by this designation, and for the purpose of this discussion I will follow his example.

Other towns of the province are Altamira, 18 miles southwest of Puerto Plata, astride a hill rising in the middle of a valley of the coast range of mountains; Blanco, on the coast 20 miles northwest of Puerto Plata and 10 miles east of the site of Isabela, the first city in the new world; and Bajabonico, 10 miles southwest of Puerto Plata, a village called into being by the building of the Central Dominican Railroad.

The rebels took Isabela and sacked the government storehouse and then took steps to besiege Bartholomew Columbus at Concepcion de la Vega. The arrival of fresh troops and stores from Spain enabled the governor to hold the rebels in check.

Never have I seen a man suffer more than did Mr. Taft at Ilagan on the day when we established a provincial government for Isabela, and the night that followed still lingers in my memory. The air was suffocating. My bed was in a corner. I dragged it out between a window and a door and threw both wide open. Still I could not sleep. Slipping off my pajamas, I seated myself on the broad window sill.
