The merchants of the Hanse Towns complained loudly, in the beginning of Elizabeth's reign, of the treatment which they had received in the reigns of Edward and Mary. She prudently replied, that as she would not innovate any thing, she would still protect them in the immunities and privileges of which she found them possessed.
In like manner do you treat all that is of a monstrous nature when it is looked on; nor is it lawful to geld men or any other animals. Let this be the constitution of your political laws in time of peace, and God will be so merciful as to preserve this excellent settlement free from disturbance: and may that time never come which may innovate any thing, and change it for the contrary.
They do not object to innovators because what they innovate is bad; they object to innovators because they innovate. They do not object to us because they believe that we tell lies; they object because they know that we tell the truth. This, then, is all very well, but what is the end to be? The theologians have always said that Almighty God left man free to sin because He did not want automatons.
Political principles, and all human laws and institutions were moulded and altered at their pleasure; the barriers of the society in which they were born were broken down before them; the old principles which had governed the world for ages were no more; a path without a turn, and a field without a horizon, were opened to the exploring and ardent curiosity of man; but at the limits of the political world he checks his researches, he discreetly lays aside the use of his most formidable faculties, he no longer consents to doubt or to innovate, but carefully abstaining from raising the curtain of the sanctuary, he yields with submissive respect to truths which he will not discuss.
But lest anyone should say that we give them words only, and make mere specious assertions without any foundation, and desire to innovate without sufficient cause, three points present themselves for confirmation, which, being stated, I conceive that the truth I contend for will follow necessarily, and appear as a thing obvious to all.
Yet, by the theory, in many other respects they innovate at will, introducing corslets and greaves, said to be unknown to the beginners of the Greek Epics, just as Virgil innovates in bucklers and iron weapons. All this theory seems inconsistent, and no ancient poet, not even Virgil, is an archaiser of the modern sort.
The empire of Darius was the more secure, in that it was contrary to its constitutional spirit to innovate on the interior organization of the distant provinces they enjoyed their own national laws and institutions they even retained their monarchs they resigned nothing but their independence and their tribute.
There is such an indefensible gradation from the most material laws to the most trivial, and from the most antient laws to the most modem, that it will be impossible to set bounds to the legislative power, and determine how far it may innovate in the principles of government. That is the work more of imagination and passion than of reason.
They that yield to the adversaries in matters of rite, cos hoc ipso in impietate sua confirmant; and the adversaries cessione ista non parum adjuvantur, saith Balduin. Bellarmine, rejecteth Cassander’s reconciliation, for this reason among others, because, according to the judgment of the fathers, we should not change nor innovate the smallest matters for gratifying of heretics.
Convinced that the conduct of the Government has been just and impartial to foreign nations, that those internal regulations which have been established by law for the preservation of peace are in their nature proper, and that they have been fairly executed, nothing will ever be done by me to impair the national engagements, to innovate upon principles which have been so deliberately and uprightly established, or to surrender in any manner the rights of the Government.
