Seeing that the prophet's words do not describe a fact, but are a poetical personification to convey simply the idea of calamity, which might make the dead mother weep, the word 'fulfilled' can obviously be applied to them only in a modified and somewhat elastic sense, and is sufficiently defended if we recognise in the slaughter of these children a woe which, though small in itself, yet, when considered in reference to its inflicter, a usurping king of the Jews, and in reference to its occasion, the desire to slay the God-sent King, and in reference to its innocent victims, and in reference to its place as first of the tragic series of martyrdoms for Messiah, was heavy with a sorer burden of national disaster, when seen by eyes made wise by death, than even the captivity which seemed to falsify the promises of God and the hopes of a thousand years.

Because another suffers much, he suffers nothing. To see the victim's writhings takes all pain from the inflicter. Do harm, whatever happens. To plan evil for others is mingled with an acceptance of some hazy responsibility. We risk ourselves in the danger which we impel towards another, because the chain of events sometimes, of course, brings unexpected accidents.

Ay, and so it is always. The faithful rebuker, the merciful inflicter of pain, is the truest friend of the wrongdoer. The worst enemy of the sinful heart is the voice that either tempts it into sin, or lulls it into self-complacency.

But they are not without torments of their own. At the core of their own hearts there stands an inflicter of no less agonies. There he stands every day and every moment one who was born of the same mother with Wrath, and Cruelty, and Rapine, and who never ceased tormenting his infant brethren before they saw the light. His name is Suspicion.

The declarations of slaveholders, that they treat their slaves well, will put no man in a quandary, who keeps in mind this simple principle, that the state of mind towards others, which leads one to inflict cruelties on them blinds the inflicter to the real nature of his own acts.

One, an instance of deliberate, wanton, killing by piecemeal. The other, an accidental, and comparatively slight injury of the inflicter, in both cases, they say the same thing! "He shall surely be punished." Now, just the discrimination to be looked for where God legislates, is marked in the original.

They had roused fierce anger, too, by publicly flogging some offenders, a punishment regarded in Albania as so shameful and humiliating that it bred sympathy for the victim and hatred for the inflicter. Has it, perhaps, the same result in India and Egypt? Our next news was that Montenegro's feelings were woefully hurt.

He could not bear to admit the possibility of having been the involuntary inflicter of such wrong as to send the girl to prison for an offense she had not committed. He rejected the suggestion, but it persisted. He knew the clean, wholesome nature of his son. It seemed to him incredible that the boy could have thus given his heart to one altogether undeserving.
