There is nothing inevitable in a situation which makes the development of most of the human faculties a privilege of a few and an impossibility for the greater number. Nor is it correct to suppose that the half-starved and the ill-clothed should be satisfied with being 'virtuous', and leave it to others, possibly wicked and certainly far from simple, to cultivate art and science.

We cannot be content, no matter how high that general standard of living may be, if some fraction of our people whether it be one-third or one-fifth or one-tenth is ill-fed, ill-clothed, ill housed, and insecure.

To argue that the rapid multiplication of any class in the community, is proof that such a class is well-clothed, well-housed, abundantly fed, and very comfortable, is as absurd as to argue that those who have few children, must of course, be ill-clothed, ill-housed, badly lodged, overworked, ill-fed, &c. &c.
