Valens was wholly deficient in military genius, and was quite content if he could maintain a certain amount of Roman influence in Armenia and Iberia, while at the same time he protected the Roman frontier against Persian invasion. Sapor was advanced in years, and might naturally desire repose, having been almost constantly engaged in military expeditions since he reached the age of sixteen.

But the "Spanish Peninsula," at the time we are about to consider, was neither "Spanish" nor was it a "peninsula." At the dawn of history this sunny corner of Europe was known as Iberia, and its people as Iberians.

Rome's first open interference was in Ibera. Iberia had perhaps not been expressly named in the treaty, and support might consequently be given to the expelled Sauromaces without any clear infraction of its conditions. The duke Terentius was ordered, therefore, towards the close of A.D. 370, to enter Iberia with twelve legions and replace upon his throne the old Roman feudatory.

His companions were much incensed at this, and declared it to be a great degradation for a Roman proconsul to pay a tribute to wretched barbarians; but Sertorius cared little for what they considered disgrace, and he said that he was buying time, the rarest of things for a man who was aiming at great objects: and so he pacified the barbarians with money, and hurrying into Iberia, got possession of the country.

Ravel always goes directly through the center. But compare his "Rapsodie espagnol" with Debussy's "Ibéria" to perceive how direct he is. Debussy gives the circumambient atmosphere, Ravel the inner form. Between him and Debussy there is the difference between the apollonian and the dionysiac, between the smooth, level, contained, perfect, and the darker, more turbulent, passionate, and instinctive.

The Taurus mountain range of Cilicia passes first Cappadocia and Armenia and the land of the so-called Persarmenians, then also Albania and Iberia and all the other countries in this region, both independent and subject to Persia. For it extends to a great distance, and as one proceeds along this range, it always spreads out to an extraordinary breadth and rises to an imposing height.

Pompey then turned his attention to Armenia, and Tigranes threw himself upon his mercy, at the cost of all his territories but Armenia Proper. Pompey then resumed the pursuit of Mithridates, fighting his way though the mountains of Iberia and Albania, but he did not pursue his foe over the Caucasus.

The city stands before us, mocking at the greatest army ever gathered together on the fields of Iberia, and this must stop. The hempen tent must crush the tower of stone. Sharpen well your lance, daughter of Iarbas; prepare your faithful steed, my beloved! That mysterious breeze which I always perceive on the eve of a victory blows around me. This very day we shall enter Saguntum."

It will still remain an undoubted fact, that the barbarians of Scythia and Germany, who afterwards subverted the Roman monarchy, were involved in the darkness of paganism; and that even the conversion of Iberia, of Armenia, or of Æthiopia, was not attempted with any degree of success till the sceptre was in the hands of an orthodox emperor.

This force numbered thirteen hundred, badly armed; and to equip it exhausted the resources of the little arsenal at New Iberia. Under Brigadier Sibley, it had made a campaign into New Mexico and defeated the Federals in some minor actions, in one of which, Valverde, the four guns had been captured.
