The governorships of Hupeh, Kuangtung, and Yunnan were abolished as being a useless expense to the country. Schools of instruction in the preparation of tea and silk were ordered established. The slow courier posts were abolished in favour of the Imperial Customs Post. A system of budgets as in Western countries was approved.
Wuchang is the capital city of the two provinces of Hunan and Hupeh; it is here that the Viceroy, Chang Chi Tung, resides in his official yamen and dispenses injustice from a building almost as handsome as the American mission-houses which overlook it.
Born in 1864 in Hupeh, one of the most important mid-Yangtsze provinces, President Li Yuan-hung was now fifty-two years old, and in the prime of life; but although he had been accustomed to a military atmosphere from his earliest youth his policy had never been militaristic.
The extent of the movement it is not easy to estimate. It opened up the intensely anti-foreign province of Hupeh, and transformed it into a section where railroads were to be built connecting the north with the south. It opened up the great mining province of Shansi and the lumber regions of Manchuria. It started railroads which are now lines of trade for the whole empire.
Among those who had suggested reforms to Tzu Hsi, often going far beyond her wishes or plans, but who steadily supported her in all she did in that direction, the leading man was Yuan Shih-kai; with the possible exception of Chang Chih-tung, the Viceroy of Hunan and Hupeh, mentioned above, Yuan Shih-kai had become the greatest man in China, and even as he had advised and supported Tzu Hsi, so he advised and supported Prince Chun at the commencement of the Regency.
With the help of native bankers I was duly furnished with a supply of Yunnan dollars, akin to Mexican dollars in value, and I obtained also some Szechuan coins to use when I entered that province. In addition I became the proud possessor of some seventy dollars in Hupeh money. This I was told would pass anywhere after crossing the Yangtse.
Whilst the proximity of Soochow and Hangchow to the British stronghold of Shanghai made it difficult to carry out any "penetration" work at the lower end of the river save in the form of subsidized steam-shipping, the case was different in Hunan and Hupeh provinces.
The Lu-Han railway, as the Peking-Hankow line is called, crosses three provinces, Hupeh, Honan, and Chihli. Save for low hills on the Hupeh frontier, it runs the whole way through a flat, featureless country, cultivated by hand, almost every square foot of it.
There she was unendingly busy, and in 1903 by a fresh treaty she formally opened to trade Changsha, the capital of the turbulent Hunan province. Changsha for years remained a secret centre possessing the greatest political importance for her, and serving as a focus for most varied activities involving Hunan, Hupeh, and Kiangsi, as well as a vast hinterland.
The son of Governor Tang of Hupeh, who was at the meeting, spoke for two hours on the desirability of educating women, and suppressing the custom of foot-binding. Then and there a society was organized in which these men pledged themselves to marry their sons only to natural-footed women, and their daughters only into families whose girls were allowed to grow up with natural feet.
