From the 14th October, 1911, when he was appointed by Imperial Edict Viceroy of Hupeh and Hunan and ordered to proceed at once to the front to quell the insurrection, until the 1st November, when he was given virtually Supreme Power as President of the Grand Council in place of Prince Ching, a whole volume is required to discuss adequately the maze of questions involved.

As for his father's grave, if he had one, it was like that of Moses, on some lonely Nebo in Hupeh known to God alone. In the compound Davenant saw the spot on which his father's simple house had stood the house in which he himself was born though a wing of the modern hospital now covered it.

It is a fine piece of road, the gift, I believe, of a rich Kwei-chou merchant. The surprising thing, of course, is not that it is good the Chinese have built many good roads but that it is new. At present it stops at the Szechuan frontier, but there is talk of extending it across Hupeh.

It will be remembered that early in 1909 an agreement was consummated among British, French, and German financial groups whereby they proposed to lend the Chinese Government funds for the construction of railways in the Provinces of Hunan and Hupeh, reserving for their nationals the privilege of engineering the construction of the lines and of furnishing the materials required for the work.

The viceroy of two of these, namely Hupeh and Hunan, has more subjects than any country in Europe, except Russia. The most westerly province of China, Sze-chuan, traversed by the Blue River, is in area and population equal to France. Europe shrinks up to nothing before such comparisons. On the Blue River stands a series of famous old towns.

Kweichou-fu, 146 miles from Ichang, is one of the largest cities on the Upper Yangtse. Just before it is the Feng-hsiang Gorge the "Windbox Gorge" where the mountains have been again cleft in twain to let pass the river; this is the last of the great gorges of the Yangtse. We had left the province of Hupeh.

Events after that seemed to have followed rapidly. Within a few years the babe who was to become Peter Davenant had seen the light, the mother had died, and the father had perished as the victim of a rising in the interior of Hupeh.

"In every nation," agreed the placid voice. "It is true. What says the Viceroy of Hupeh: 'They see a charge of bird-shot, and think they are tasting broiled owl. Walk slowly!" "A safe walk, Your Excellency." The cymbals struck up, the cavalcade, headed by ragamuffin lictors with whips, went swaying past the gate. Heywood, when he returned, was grinning. "Wonderful old chap!" he exclaimed.

The famine of 1627 had brought him into trouble over the land-tax, and in 1629 he turned brigand, but without conspicuous success during the following ten years. In 1640, he headed a small gang of desperadoes, and overrunning parts of Hupeh and Honan, was soon in command of a large army.
