Two weeks later both Madero and the Vice President were assassinated while on their way supposedly to a place of safety. Huerta was a rough soldier of Indian origin, possessed of unusual force of character and strength of will, ruthless, cunning, and in bearing alternately dignified and vulgar.

The father was frightened at the trembling of his hands and the agitation of his pulse; he, the son of the huerta, without any other diversion than the hunt, accustomed to shoot down birds almost without aiming at them. The wailing of the poor mother brought back to his memory other groans of long long ago, twenty-two years before when she was giving birth to her only son upon that same bed.

On the 4th February, 1914, President Wilson, according to a statement of a member of Congress on 30th December, 1914, before the commission for foreign affairs with regard to the withdrawal of the prohibition of the export of arms to Mexico, said: 'We shall be observing true neutrality by taking into consideration the accompanying circumstances of the case.... He then took up the following point of view: 'Carranza, in contrast to Huerta, has no ports at his disposal for the importation of war-material, so in his case we are bound, as a State, to treat Carranza and Huerta alike, if we are to be true to the real spirit of neutrality and not mere paper neutrality.

The attempt to maintain one at the City of Mexico has broken down, and a mere military despotism has been set up which has hardly more than the semblance of national authority. It originated in the usurpation of Victoriano Huerta, who, after a brief attempt to play the part of constitutional President, has at last cast aside even the pretense of legal right and declared himself dictator.

Thenceforth no expense was saved by General Huerta in bringing the army to better fighting efficiency. Heavy reenforcements of regulars, especially of field artillery, were rushed to Torreon from the Capital, and large bodies of volunteers and irregulars were sent after them from all parts of the Republic.

Huerta was forced to give up his position and fled, but the crisis continued and American-Mexican relations were not improved. The country was left in the hands of three rival presidents, of whom Carranza proved the strongest, and, after an attempt at mediation in which the three chief South American powers participated, President Wilson decided to recognize him.

There is but one cloud upon our horizon. That has shown itself to the south of us, and hangs over Mexico. There can be no certain prospect of peace in America until Gen. Huerta has surrendered his usurped authority in Mexico; until it is understood on all hands, indeed, that such pretended governments will not be countenanced or dealt with by the Government of the United States.

On May 7 Richard started for Mexico City where, if possible, he intended to interview Huerta. At Pasco de Macho he was arrested, but afterward was allowed to proceed to Mexico City. Here he was again arrested, and without being allowed to interview Huerta was sent back the day after his arrival to Vera Cruz.

Henry Lane Wilson, the American ambassador, promptly urged his government to recognize Huerta, but President Taft, whose term was rapidly drawing to a close, took no action and left the question to his successor. President Wilson thus had a very disagreeable situation to face when he assumed control of affairs at Washington.
