We have reason to thank God that the jealousy of the Mexican government places a barrier in that direction. The existence of slavery among us prevents the recognition of Haytian independence. That republic is fast increasing in wealth, intelligence and refinement. Her commerce is valuable to us and might become much more so.
A great field for the bribery of magistrates was opened up, and opportunity was given for committing to slavery Negro men about whose freedom there should have been no question. By the close of the decade 1790-1800 the fear occasioned by the Haytian revolution had led to a general movement against the importation of Negroes, especially of those from the West Indies.
He calls upon us to believe that, in spite of being free, educated, progressive, and at peace with all men, we West Indian Blacks, were we ever to become constitutionally dominant in our native islands, would emulate in savagery our Haytian fellow-Blacks who, at the time of retaliating upon their actual masters, were tortured slaves, bleeding and rendered desperate under the oppressors' lash and all this simply and merely because of the sameness of our ancestry and the colour of our skin!
The Haytian word tabaco, which designated the pipe from which they sucked the smoke into their nostrils, and also the roll of leaves, for they employed both methods, has passed over to the weed. The pipe was a hollow tube in the shape of a Y, the mystic letter of Pythagoras: the two branches were applied to the nose, and the stem was held over the burning leaves. The weed itself was called cohiba.
It is certain that we should get into a bad scrape for boarding and burning a vessel in Haytian waters, but that is all the harm he could do us.
This Government asserted his treaty right to equal treatment with natives of Hayti in all suits at law. Our contention was denied by the Haytian Government, which, however, while still professing to maintain the ground taken against Mr. Van Bokkelen's right, terminated the controversy by setting him at liberty without explanation.

At the time I write of, the military force of the Haytian Republic was composed of one third of the whole male population capable of bearing arms, which third was obliged to be on permanent duty for four months every year; but the individuals of the quota were allowed to follow their callings as merchants, planters, or agriculturists, during the remaining eight months; they were, I believe, fed by Government during their four months of permanent duty.

The boatswain and several seamen were killed by the Haytian fire. The lost vessel was a gunboat, and her crew would not be more than 150. These were not long in their boats, but were rescued by passing ships and brought to Port Royal and placed on board the Aboukir. The captain, navigating lieutenant and paymaster were placed under arrest.
