To these we may join C. Curio, M. Scaurus, P. Rutilius, and C. Gracchus. It will not be amiss to give a short account of Scaurus and Rutilius; neither of whom, indeed, had the reputation of being a first- rate Orator, though each of them pleaded a number of causes.
The humble citizens who produced the head of Flaccus are said to have been defrauded of their reward; but the action of the man who wrested the head of Gracchus from the first possessor of the prize and bore it on a javelin's point to Opimius, long furnished a text to the moralist who discoursed on the madness of greed and the thirst of gold.
Gracchus earnestly laboured to find a remedy for social evils, and to check the spread of pauperism; yet he at the same time intentionally reared up a street proletariate of the worst kind in the capital by his distributions of corn, which were designed to be, and became, a premium to all the lazy and hungry civic rabble.
