The ancient Gallic, and in fact the modern French, type of character, sprang out of that settlement, and are in their ultimate origin creations of Gaius Gracchus. But the Latin nationality not only filled the bounds of Italy and began to pass beyond them; it came also to acquire intrinsically a deeper intellectual basis.

Which is greater in the present instance, Longinus, Gracchus, Otho or Aurelian I cannot doubt for a moment; although I fear that you, Curtius, were I to declare my opinion, would hardly agree with me. Strange that such a sacrifice as this which is about to be made, can be thought to be necessary! It is not necessary; nor can Aurelian himself in his heart deem it so.

Little as the intention of usurping monarchical power can be mistaken, as little will those who survey the whole circumstances on this account blame Gracchus.

The precedents were few, and scarcely such as would appeal to popular approval. The murder of Tiberius Gracchus had been ex post facto approved by the senate in B.C. 133-2.

No rebellion is quelled, till the heads that moved and guided it are off off. Who is ignorant that Longinus, that subtle Greek, has been the master-spring in this great revolt? and hand and hand with him Gracchus? Well should I deserve the gibes and sneers of the Roman mob, if I turned my back upon the great work I have achieved, leaving behind me spirits like these to brew fresh trouble.

For some years he studied medicine, which, however, he abandoned for literature, and produced several plays, including Caius Gracchus , Virginius , The Hunchback , and The Love Chase , in some of which he acted. He gave up the stage in 1843, became a preacher in connection with the Baptist communion, and enjoyed great popularity.

Where lands had been enclosed and money laid out on them he was willing that the occupants should have compensation. But they had no right to the lands themselves. Gracchus persisted that the ager publicus belonged to the people, and that the race of yeomen, for whose protection the law had been originally passed, must be re-established on their farms.

This was a safe assertion if suspicion is only justified by proof; for the Gracchan jurors seem to have been from the first exempted from all prosecution for bribery. This legal exemption is all the more remarkable as Gracchus himself was the author of a law which permitted a criminal prosecution for a corrupt judgment.

The scheme of social reform projected by Gracchus found its completion in his law for the sale of corn. When he had made provision for the born agriculturist and the born tradesman, there still remained a residuum of poorer citizens whose inclination and habits prompted them to neither calling. It was for these men that the monthly grant of cheapened grain was intended.

Meanwhile the Bruttian army of the Carthaginians under Hanno had various encounters in Lucania with the Roman army of Apulia; here Tiberius Gracchus sustained the struggle with good results, and after a successful combat not far from Beneventum, in which the slave legions pressed into service had distinguished themselves, he bestowed liberty and burgess-rights on his slave-soldiers in the name of the people.
