As the first of a series, and for its revelation of the obstacles to proposals for Germanizing the British Empire, it proved more important than for any positive achievements. In the stand thus taken the Canadian delegates adequately reflected the feeling both of the general public and of the leaders of both parties in Canada at that time, alike as to political defence and trade relations.

It had been only these few weeks; but already the Germanizing brand of the conqueror was seared deep in the galled flanks of this typically French community. The town-hall clock was made to tick German time, which varied by an even hour from French time.

She follows the political fortunes of the predominant partner. She almost forms part of the German Zollverein, in that her tariffs are systematically favourable to her northern neighbour. But above all, Austria-Hungary renders to Germany the inestimable service both of ‘civilizing’that is, of ‘Germanizing’the inferior races, the Slavs, and of keeping them in check.

Locomotives "Made in Germany" screech warnings to Chinese yokels to clear the way for trains heavy with merchandise of German origin and this is but an incident in the great scheme of Germanizing the Chinese Empire. Incidentally, it is provided by the agreement between the Pekin and Berlin governments that a native land-owner in the leased section can sell only to the German authorities.

Along with this future foreign interference in the affairs of the Balkans came the Germanizing and centralizing "reforms" of Maria Theresa and Joseph II, whose result was to cripple still further the few constitutional and historical rights which remained to the Jugo-Slavs. But these "reforms" had nevertheless salutary effects upon the nation of peasants.

There is also something else common to them: a predilection to resist intellectual Germanizing and a still greater inability to do so!

Some of the causes of this unpopularity are correctly stated by the author of the present memoir. The Prince was a foreigner, his ways were not those of Englishmen, he did not dress like an Englishman, shake hands like an Englishman. He was suspected of "Germanizing" tendencies, very offensive to high churchmen, especially in philosophy and religion.

There are, however, three things which the French can still boast of with pride as their heritage and possession, and as indelible tokens of their ancient intellectual superiority in Europe, in spite of all voluntary or involuntary Germanizing and vulgarizing of taste.

North of Ponte Rosso is Germania, or the Austrian colony, composed of the authorities, the employes, and a few wealthy merchants who had a crazy idea of Germanizing their little world, an impossible dream, for there are twelve thousand Italians in Trieste, who speak a sort of corrupted Venetian. One thousand of these are very rich, the others very poor.

The cost of living, partly as a result of the new German tariff, with maximum and minimum duties, which now replaced the Caprivi commercial treaties, was steadily rising. The Morocco episode had ended without territorial gain, if with no loss of national honour or prestige. The Poles were antagonized afresh by a stricter application of the Settlement Law for Germanizing Prussian Poland.
