A more recent one is what Senator La Follette calls "The great issue before the American people to-day, ... the control of their own government." It has taken the form of an attack on corruption, on what is vaguely called "special privilege" and of a demand for a certain amount of political machinery such as direct primaries, the initiative, referendum, and recall.
And to this day Ladouceur hasn't married the girl, because he says Follette beat him; and that Follette's something-or-other would haunt him if he didn't play fair. It's a queer " He stopped and listened. In the hall was the approaching tread of unmistakable feet. "O'Connor," he said. Cardigan went to the door and opened it as O'Connor was about to knock.
"It is the one chance," answered Hugues loudly, fawning on La Mothe with a hand which aped persuasion. The words had a double meaning and held La Follette quiet, La Follette who might have ruined all through incomprehension. "You know the bench where Mademoiselle sits to watch the play? When I cry Now! rush up and fling it across the gap of the stair-head. It will hold them back for a time.
The most prominent pioneers in replacing the old by the new theory were William J. Bryan, Robert M. La Follette and Theodore Roosevelt. Bryan's leadership in 1896 has already been mentioned.
The breeze had lulled, perhaps preceding a shift of wind; and the visible people on the deck of the Feu Follette appeared to be running back and forth in indecision. The only recommendation I have heard of the latest appointee to the Board of Directors is that he is one of the richest men in the movement. After the Titanic disaster, Senator La Follette brought in a carefully drawn bill to compel steamship companies to provide life-boats and trained crews.
If there were a strong candidate against him, he would I believe be beaten, but there are plenty of men, many of the leaders not only here but in Texas, for instance, in Ohio, in New Hampshire and Illinois, who are against him, but who are even more against La Follette, and who regard themselves as limited to the alternative between the two.
On the other hand, the majority of the workingmen of Milwaukee and several other towns vote for the Socialists, while those who do not are usually not followers of Senator La Follette, but Catholics and Democrats.
The statistics are available in N.W. Ayer, American Newspaper Annual and Directory. On the Fourteenth Amendment, consult the volumes already mentioned under Chap. There are no thorough estimates of Bryan and La Follette. W.J. Bryan, First Battle , is essential.
At first, Senator La Follette seemed a possible leader, but he broke down in a nervous attack, and the belief that he was not the man for the place has been justified by later events. As President Taft's administration drew to an end, in 1911 and 1912, it was clear that he was steadily losing the public confidence. State elections, and other straws, showed how the wind was blowing.
