That these laws should be studied with the care used by breeders of plants and animals goes without saying. That if they are followed strictly the number of marriages would be materially reduced, at least for a considerable time, is doubtless true. That marriages in which eugenics has played the major part in selection will present new problems is probably equally true.
In the old idea, the wholly masculine idea, based on the processes of sex-combat, the advantage of the world lay in having "the best man win." Some, in the first steps of enthusiasm for Eugenics, think so still; imagining that the primal process of promoting evolution through the paternity of the conquering male is the best process.
He hoped at length to introduce Eugenics "into the national conscience like a new religion.... I see no impossibility in Eugenics becoming a religious dogma among mankind, but its details must first be worked out sedulously in the study.
The science of eugenics is so new, so little is surely known concerning the transmission of human characters, that no one is able as yet wisely to say what course is to be pursued in improving the race.

I believe in the vote because I believe it will be eugenic, will reform the conditions of marriage and divorce in the eugenic sense, and will serve the cause of what I have elsewhere called "preventive eugenics," which strives to protect healthy stocks from the "racial poisons," such as venereal disease, alcohol, and, in a relatively infinitesimal degree, lead.
