His theories are the most reactionary of all developed in modern times; and his hand was then felt, and is still felt, in every part of the empire, enforcing those theories. Whatever may be thought of his wisdom, his patriotism is not to be doubted. Though I differ from him almost totally, few men have so greatly interested me, and one of the following chapters will be devoted to him.

In a rough way and with many exceptions, democracy compels law to approximate human need. It is a little difficult to see this when you live right in the midst of one. But in perspective there can be little question that of all governments democracy is the most relevant. Only humane laws can be successfully enforced; and they are the only ones really worth enforcing.

I touched unfamiliar minor issues of the War on the two occasions when I sat as a member of the military court, which sits for the purpose of enforcing proclamations issued by the supreme British military authority in Egypt, and thus tides over the time that has to pass before the Capitulations are abolished and a regular system of uniform justice established.

On the following day General Baker marched out with a force made up of 900 infantrymen, two and a half squadrons, and four guns, with instructions to march southward toward the Logur valley, deal with the tribal gathering there, then bend sharply in a south-westerly direction and take up a position across the Ghuznee road in the Maidan valley on the line of retreat which it was hoped that Macpherson would succeed in enforcing on Mahomed Jan.

Those of us who are privileged to hold public office have a solemn obligation to make meaningful this inspiring objective. We can fulfill that obligation by our leadership in teaching, persuading, demonstrating, and in enforcing the law.

It is to this conviction that I point as the moral ground for enforcing English law against kidnaping and buying and selling human beings. The gravamen of all my complaints is, that the pauper kidnapers and sellers are punished, while the rich buyers go free. No case can come on for trial in this Court except upon an information by the Attorney-General.

But to spend your time in giving little lessons when you have great ones to give; in teaching the multiplication table the morning after you made at midnight a grand discovery upon the very summits of the moonlit mountain range of the mathematics; in enforcing the old law, Thou shalt love thy neighbour as thyself when you know in your own heart that not a soul can ever learn to keep it without first learning to fulfil an infinitely greater one to love his neighbour even as Christ hath loved him then indeed one may well grow disheartened, and feel as if he were not in the place prepared for, and at the work required of him.

He therefore assembled his followers in her presence, and caused them all to bind themselves, by a deep oath, to avenge the quarrel of their chief upon Allan Cameron, should he ever dare to set foot within Glen Feracht; enforcing his commands by threats of deadliest vengeance, should any clansman show him favour, hold intelligence with him, or meet him in terms of peace.

Among them were numerous steamers, but the wind being fair they were also under sail. The despatch vessels and gun-boats were moving about, enforcing orders and bringing up the slower craft.

"Well Conant, sith you put it so, sith you make it out that by enforcing the colony's right I do but attack the colony's life, I yield, for I am sworn defender and champion of Plymouth and her prosperity, and never shall it be said that Myles Standish preferred his own quarrel to the well-being of those he had sworn to protect.
