In the winter of 1919 an attempt was made to secure such a modification of the Federal Suffrage Amendment before Congress as might meet the objections of southern opponents by removing the fear of federal interference with elections. An amendment was devised by Assistant Attorney General Harry Gamble and National Committeeman Robert Ewing, which would leave its enforcement to the States.

The Legislature was in their hands, as well as most of the State and municipal offices; so, when the President, on the 20th of August, 1866, by proclamation, extended his previous instructions regarding civil affairs in Texas so as to have them apply to all the seceded States, there at once began in Louisiana a system of discriminative legislation directed against the freedmen, that led to flagrant wrongs in the enforcement of labor contracts, and in the remote parishes to numbers of outrages and murders.

We claim to have a voice in all amendments or alterations of that code, and when we are given to understand, as in this instance, by a foreign government that its treaties with other nations can not be executed without the establishment and enforcement of new principles of maritime police, to be applied without our consent, we must employ a language neither of equivocal import or susceptible of misconstruction.

Since things have changed so, the chances are that I'll bring Bob Quirk back with me, as I've written Flood to help The Rebel sell his remuda and take the outfit and go home. Now you boys decide among yourselves which two of you will go up the Yellowstone and promote the enforcement of the quarantine laws.

In my last annual Message, in connection with the subject of the due regulation of combinations of capital which are or may become injurious to the public, I recommend a special appropriation for the better enforcement of the antitrust law as it now stands, to be extended under the direction of the Attorney-General.

The first measure resorted to was the enforcement of the rule requiring savings-bank depositors, at the option of the institution, to give sixty days' notice before withdrawing deposits. The second expedient was one which had been resorted to during former years of financial unsteadiness. "Emergency currency" was issued. This currency took various forms.

His work indeed was a work of settlement, and such a work was best done by the simple enforcement of peace. During the years of rest in which King and Primate enforced justice and order northman and Englishman drew together into a single people.

And so, with laws in full force protecting females, the volume of big game steadily disappears, everywhere west of the Alleghanies where the law permits big-game hunting! An interesting chapter might be written on game exterminated according to law. The deadly defects in the protection of western big game are: Structural weakness in the enforcement of the laws;

The enforcement of these laws was called for by citizen after citizen in the public press, as demanded by "every principle of justice, humanity, policy and interest," and particularly on the ground that if the border states were drained of slaves they would be transferred from the pro-slavery to the anti-slavery group in politics.

Moreover, the strict enforcement of the law placing all carrying trade in the hands of Englishmen created a monopoly for the English ship owners, and raised enormously not only the freight rates, but the cost of all imported goods. The planter, while he found his income greatly decreased by the low price of tobacco, was forced to pay more for all manufactured goods.
