*On this subject the government appears sometimes to have adopted the maxim that prevention is better than punishment; for, in several instances, they seized on manuscripts, and laid embargoes on the printers' presses, where they only suspected that a work which they might disapprove was intended to be published.
Apart from the effect of the hostilities upon trade between the United States and Cuba, their progress is inevitably accompanied by complaints, having more or less foundation, of searches, arrests, embargoes, and oppressive taxes upon the property of American residents, and of unprovoked interference with American vessels and commerce.
To this end, the two-fifths negro representation which the slave States had been given in the Constitution was to be abolished; the extension of Southern power by creating more States from the Louisiana Purchase was to be curbed by requiring a two-thirds vote in each House for the admission of a new State into the Union; Northern commerce was to be protected from future annihilation by limiting embargoes to sixty days; a two-thirds vote of both Houses was to be required to declare war or non-intercourse with a nation; the pro-French element in national politics was to be curbed by forbidding naturalised persons to hold national office; future eight-year Jeffersons and Madisons were to be prevented, and the Virginia presidential trust broken by making a President ineligible for a second term, and by prohibiting two consecutive Presidents to be elected from the same State.

The position of the Government which the Germans had set up at Kieff was unusually weak.
Here they chose to live, and here they wished to die. As few of them had trades, they got their living as laborers, or as seamen. Of necessity, then, such futile weapons as embargoes and non-intercourse acts had to give place to the musket, the bayonet, and the carronade. There could be no compromise between the clash of doctrines. It was for the United States to assert herself, regardless of the odds, or sink into a position of supine dependency upon the will of Great Britain and the wooden walls of her invincible navy.
