Shall one hundred and twenty-seven thousand white people in New York cast but one vote in this House, and have none but one voice here, while the same number of white people in Mississippi have three votes and three voices? Shall the death of slavery add two-fifths to the entire power which slavery had when slavery was living?

Otherwise, how could the custom of destroying infants have been so thoroughly embedded in the jurisprudence, the thought and the very core of Athenian civilization? As to the Spartan women, Aristotle says that they ruled their husbands and owned two-fifths of the land. Surely, had they not approved of infanticide for some very strong reasons of their own, they would have abolished it.

A change of the valuation of lands for the number of inhabitants, deducting two-fifths of the slaves, has received a tacit sanction, and, unless hereafter expunged, will go forth in the general recommendation, as material to future harmony and justice among the members of the Confederacy.

The cost of a first-class negro in the United States is about £800, and the interest on the capital invested in and the wear and tear of this human chattel are equal to 10 per cent., which, with the cost of maintaining, clothing, and doctoring him, or another 5 per cent, gives an annual cost of £45; and the pampered Coolies in the best paying of all the tropical settlements, Trinidad, receive wages that do not exceed on an average on the year round 6s. per week, or about two-fifths, while in the East Indies, with perquisites, they do not receive so much as two-thirds of this.

Mr Hume observes, that in the Saxon times, the fleece was estimated at two-fifths of the value of the whole sheep and that this was much above the proportion of its present estimation. In some provinces of Spain, I have been assured, the sheep is frequently killed merely for the sake of the fleece and the tallow.

Let us reproduce the same truth in another form. The voters of France number about 200,000. The appropriations, according to the "Annuaire Economique" for 1845, being 1,106,000,000, there remains 1,031,000,000, which makes the tax paid by each non-voting citizen 31 francs 30 centimes, two-fifths of the tax paid by the wealthy class.

A former census indicated that the Roman Catholics numbered two-fifths of the whole population, but the latest puts them down at only one-third, and in the Second Chamber of the States General there are only twenty-five Roman Catholic members out of a total of a hundred representatives.

Cotton furnishes two-fifths of the value of all farm products, with corn, hay, tobacco, and wheat following in the order named. Gradually the West is ceasing to be the granary and the smokehouse of the Southern farmer, but the South does not yet feed itself.

Peter Cooper's particular device was a plan to do away with the crank, and transform the rectilinear motion of the piston into rotary motion. He figured it out that this would save two-fifths of the steam, and so stated in his application for a patent, a copy of which is before the writer. The Patent Office then was looked after by the President in person.

For, by the census, where a white man paid ten shillings, a negro paid but six shillings. For the exemption of two-fifths of them reduced it to that proportion. The second, third, and fourth clauses, were then read as follows: The privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.
