The Fourth Session of the First Parliament of Upper Canada having met for the despatch of business, on the 6th July, 1795, the practice of physic and surgery was regulated; an Act was passed to ascertain the eligibility of persons to be returned to the House of Assembly; the agreement between Upper Canada and Lower Canada, by which the latter were to collect all the duties on goods, wares and merchandize arriving at Quebec, giving the former one eighth of their nett produce, was ratified, approved, and confirmed; the Superior Court Act of the previous Session was amended and explained; and Registry Offices were established for the enregistering of deeds, lands and tenements.
Thorvoddsen introduced the bill, which was not considered, but one was passed giving the Municipal franchise and eligibility to all women in the Reykjavik and one other district, which became law Jan. 1, 1908. The association carried on a vigorous campaign and four women were elected to the council of Reykjavik. Its president then made a two months' tour of the country and organized five branches.
Members of the club are the only persons not eligible to any medal bestowed by the club and the eligibility for membership is determined by certain distances which a man must have travelled. It is practically impossible to give an accurate account of the situation in regard to the suffrage and office-holding of women in the re-alignment which took place in central and southeastern Europe after the war. The States which were formed with new or changed boundaries all began with the declaration of absolute democracy, equal suffrage for men and women and eligibility to all offices.
The Parliament of Rhodesia gave full State suffrage to women in April, 1919, and that of the British East African Protectorate in July, 1919. In both this carried eligibility to office and a woman was elected to the Parliament of Rhodesia in 1920. In several of the States women have the Municipal franchise and have been elected to the city council.

Had it carried, there would have been plausibility in the argument this day made against the eligibility of women to seats in this General Conference. The evolution of the succeeding eight years lifted woman to a higher appreciation of her position in the Methodist Church, and her rights and privileges became the theme of discussion throughout the bounds of the Church.
