It is unnecessary to trace further the progress of the race for maritime supremacy; but to the energy and great ability of M. Dupuy de Lome must be largely attributed the fact that France took, and for a long time kept, such a lead of us in ironclads.
The whole assembly vehemently cheered this fiery speech. The premier consul of Montauban, Dupuy, swore to live and die in the cause of union of the churches. "The Duke of Rohan exerted himself to place Montauban in a position to oppose a vigorous resistance to the royal troops. Consul Dupuy, for his part, was at the same time collecting munitions and victuals."
The Spanish minister of foreign affairs at that time was Admiral Polo de Bernabe, father of the new Spanish minister who succeeded Dupuy de Lome.
Just previous to the disaster to the Maine, during the last days of January or the first of February, Señor Enrique Dupuy de Lome, the Spanish minister at Washington, wrote a private letter to the editor of the Madrid Herald, Señor Canalejas, who was his intimate friend, in which he made some uncomplimentary remarks regarding the President of the United States, and intimated that Spain was not sincere in certain commercial negotiations which were then being carried on between the two countries.
First the little daughter of the young couple died, then all the members of the family were seized by illness, its onset being on the day following the death of the child. No more of the family died, but M. Dupuy and his daughter suffered from bodily numbness for years afterwards, with partial paralysis and recurrent pains in the extremities.
In 1870 M. Dupuy devoted a large amount of time and thought to perfecting a system of navigable balloons, and the French Government gave him great assistance in carrying out the experiments. It does not seem, however, that any sufficient success was reached to justify further trials.
Why had the Maine been sent to this port? The official reason given by the Secretary of the Navy when he notified the Spanish minister, Señor Dupuy de Lome, was that the visit of the Maine was simply intended as a friendly call, according to the recognised custom of nations.
The son of a naval officer, M. Dupuy was born in October, 1816, near L'Orient, and entered L'Ecole Polytechnique when nineteen years of age. In that famous establishment he received the thorough preliminary training which France has so long and wisely provided for those who are to become the designers of her war-ships.
On the many intrigues of that period I often conversed with M. Zola, who was particularly angered by the blind opposition of President Faure and the impudent duplicity of Prime Minister Dupuy. These two were undoubtedly doing their utmost to impede the course of justice. Then suddenly, on February 17, came a thunderbolt.
At last, during an interval of leave from my command, he came to me one morning with a great roll containing two complete designs under his arm. The first for an armed frigate, BUILT ENTIRELY OF IRON, the second for a wooden line of battle ship both to be exceedingly swift. The first design, for the iron frigate, was Dupuy de Lome's pet scheme.
