There was no authority qualified to decide the legal question; and therefore the question of right was sure to become one of power. At first, strange as it may seem, the power was on the side of the Danes. Germany was weak and disunited, the Prussian troops who had been sent to help the rebellion were withdrawn, and the surrender of Olmütz was fatal to the inhabitants of the Duchies.

The duchies of Spoleto and Benevento, and much else, were added to the exarchate "as it was of old" and given to the pope. Then in June Pavia, the Lombard capital, fell and Desiderius and his wife were sent by Charles as prisoners to a convent in Picardy where it is said they ended their lives.

What could a man do more meritorious in the eyes of the Pope? But he took away the lands of the Church, and worse, the relics, the reserved capital by which the Church purchased lands. This was indeed a crime only to be expiated by the horrors of a Frank invasion. On the same principle the Popes supported the Exarchs of Ravenna, and the independent duchies of Spoleto and Beneventum.

There it was that France was to find her share of the spoil; in exchange for the dominions formed for him in Italy, Duke Francis ceded the duchies of Lorraine and Bar to King Stanislaus; the latter formally renounced the throne of Poland, at the same time preserving the title of king, and resuming possession of his property; after him, Lorraine and the Barrois were to be united to the crown of France, as dower and heritage of that queen who had been but lately raised to the throne by a base intrigue, and who thus secured to her new country a province so often taken and retaken, an object of so many treaties and negotiations, and thenceforth so tenderly cherished by France.

The final sentence of the Vienna telegram, that Christian IX. rules also in Copenhagen only by virtue of the London treaty, is not quite right; he rules there because the legitimate heir, Prince Friedrich of Hesse, has resigned in his favor. This legal title, which is in itself sufficient, has only been confirmed by the London treaty, and then extended to the Duchies. v.

By the four duchies he simply meant that he intended to extend the area of Prussia over every inch of territory he could possibly acquire, either by fair means or by foul.

There were many cities, like Nuremberg, Augsburg, Frankfort, and Cologne, which were just as independent as the great duchies of Bavaria, Würtemberg, and Saxony. Lastly there were the knights, whose possessions might consist of no more than a single strong castle with a wretched village lying at its foot.

After months of delay came conditional consent from Madrid to the conventions, but with express condition that there should be absolute undertaking on the part of the United Provinces never to send or maintain troops in the duchies. Tedious and futile correspondence followed between Brussels, the Hague, London, Paris. But the difficulties grew every moment.

Austria paid a considerable indemnity, abandoned its former position in Germany, acknowledged the extension of Prussian authority to the line of the Main and the annexations which Prussia would deem it to its purpose to make. The three Danish duchies were likewise abandoned.

Most of the powers of Europe were included by both parties in this treaty: the Pope, the Emperor, all the Electors, the republics of Venice, Genoa and Switzerland, the kingdoms of England, Scotland, Poland, Denmark, Sweden; the duchies of Ferrara, Savoy and Parma, besides other inferior principalities.
