They had confidence in him because he had confidence in them. There is no danger in that demagogism the art of which consists in love for man.

Not only at home, but abroad, as I can amply testify, the news of his re<e:>lection was received with general satisfaction, and most of all by those who wish well to our country and cherish hopes that government by the people and for the people may not be brought to naught by the wild demagogism which has wrecked all great republics thus far. But alas! the triumph was short-lived.

This Godless infidel says, “But what is most insultingly termed ‘elective franchise’ is the farthest thing possible from self-government.... The popular free discussion of affairs of the last degree of complication, religious and state affairs, except during the crisis period of revolution, only renders that worst of despotisms, anarchy, chronic; it seats in the social organism that political gangrene, demagogism, which has always hitherto sooner or later required the cauterization of military despotism in order to save even civilization.

Whether the disease could be remedied at all by human skill, remains fairly open to question; the Roman reformers of this period seem to have been good citizens rather than good statesmen, and to have conducted the great struggle between the old civism and the new cosmopolitanism on their part after a somewhat inadequate and narrow-minded fashion. Let his own deposition be proposed by Octavius; he would walk quietly away into a private station, if this were the will of the citizens. The man who spoke thus had more completely emancipated himself from Roman formulae than any Roman of the past. To Octavius it must have seemed a mere outburst of Greek demagogism. The offer too was an eminently safe one to make under the circumstances.

A suspected government, hostile assembly, seditious clubs, a national guard intimidated and deprived of its chief, incendiary journalism, dark conspiracies, factious municipality, a conspirator-mayor, people distrustful and starving, Robespierre and Brissot, Vergniaud and Danton, Girondists and Jacobins, face to face, having the same spoil to contend for the monarchy, and struggling for pre-eminence in demagogism in order to acquire the favour of the people; such was the state of France, within and without, at the moment when exterior war was pressing France on all sides, and causing it to burst forth with disasters and crimes.

They sought his origin; his first appearance on the stage of the people; his first connection with the celebrated personages of his time. They sought in mysteries the cause of his prodigious popularity. It was pre-eminently in his nature. Danton was not merely one of those adventurers of demagogism who rise, like Masaniello, or like Hébert, from the boiling scum of the masses.

In vain Cato inveighed against this shortsighted policy: the rise of demagogism had a part in it, and these extraordinary, but presumably very frequent, distributions of grain under the market price by the government or individual magistrates became the germs of the subsequent corn-laws.

The rise of demagogism promoted these distributions, which kept prices down, so that the farmers received but a small reward for labors, which made, of course, the condition of laborers but little above that of brutes: when the people of the capital paid but sixpence sterling for a bushel and a half of wheat, or one hundred and eighty pounds of dried figs, or sixty pounds of oil, or seventy-two pounds of meat, or four and a half gallons of wine sold only for fivepence, or three-fifths of a denarius.

In the cry for more greenbacks, that is, for continued issues of paper money, demagogism undoubtedly had a large part; but there were many excellent men who were influenced by it, and among them Peter Cooper of New York, founder of the great institution which bears his name, one of the purest and best men I have ever known.
